Noel Coonan: I thank the Minister. I was intrigued to hear him say it takes four years to set up a commission. I hope he continues in his position for four years. We certainly wish him well.

Noel Coonan: Most Ministers for the environment in recent years have been reforming Ministers. Usually, the reforms have been to have better local government. I note the current Minister’s passion for reform, to which he referred. I am glad he is not confining reform to local government because we might have second thoughts about many of the reforms that were introduced if they were introduced again.
