Neasa Hourigan: Thank you. That is fantastic because Ms Vidal has slightly covered one of the issues that I wanted to follow up on with Shine. I want to come back to the issue of allocated key workers with Shine and some of the other witnesses. To stick on that family aspect, I have two follow-up questions. First, Ms Vidal has somewhat covered the issue of the definition of the family and she said Shine...

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (5 Apr 2022)

Neasa Hourigan: I am glad to hear that Shine is taking a relatively broad view and understanding of the family. There is the allocated key worker and there are the advocacy services, but I just want to deal with the issue of authorised officers because concern arose in previous debates over the role of authorised officers...

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (5 Apr 2022)

Neasa Hourigan: I thank Ms Vidal for that. I also want to touch on the issue of the new language in respect of the grounds for detention. There is to be a slight change in that, rather than referring to the presence of risk, detention will have to be immediately necessary for the protection of the life of the person, the protection of his or her health from serious threat or for the protection of others....

Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Discussion (Resumed) (5 Apr 2022)

Neasa Hourigan: Both witnesses are supportive of it as a general principle. To follow on from that, one of the discussions we have had over multiple meetings is on the issue of multidisciplinary teams, how they operate and where the lines of responsibility are.
