Jim O'Callaghan: 479. To ask the Minister for Children and Youth Affairs if she will consider providing funding for the Childcare Law Reporting Project when it concludes in 2017. [32635/16]

Leaders' Questions (3 Nov 2016)

Jim O'Callaghan: We are now less than 19 hours away from a Garda strike. This country and its people are entering uncharted territory. A police strike is unprecedented in this country and highly unusual internationally. It should be avoided if at all possible. The people of this country should not be put in a position where they might find themselves without the protection of An Garda Síochána...

Leaders' Questions (3 Nov 2016)

Jim O'Callaghan: Everyone is making an appeal to the parties to pull back from the brink. However, the Tánaiste must recognise that there are two parties on the brink. This involves not only the Garda associations but the Government as well. It is simply not satisfactory to say that this matter is being dealt with by the Labour Court. The Government is not directly involved in that process. I am...

Questions on Proposed Legislation (3 Nov 2016)

Jim O'Callaghan: There is a commitment in the programme for Government to propose legislation to reduce excessive delays in trials and court proceedings. The most obvious way to do that is to appoint more judges. There are at least five vacancies at present. Can the Tánaiste confirm that those vacancies will be filled before new legislation is in place? If not, can she say when the legislation will...

Joint Oireachtas Committee on Justice, Defence and Equality: Recognition of Traveller Ethnicity: Discussion (9 Nov 2016)

Jim O'Callaghan: I welcome the witnesses. From their point of view, there is probably an element of groundhog day to this meeting because they appeared before a previous committee which produced a report. We will produce a report and will definitely endorse what was in the previous committee's report. We need to go further than that. There is no point in a committee repeating what a previous committee...

Joint Oireachtas Committee on Justice, Defence and Equality: Recognition of Traveller Ethnicity: Discussion (9 Nov 2016)

Jim O'Callaghan: What is the statutory basis for the greater protection in Northern Ireland? Is it legislative or is it that they have signed up to conventions or made declarations?

Joint Oireachtas Committee on Justice, Defence and Equality: Recognition of Traveller Ethnicity: Discussion (9 Nov 2016)

Jim O'Callaghan: I wish to ask the witness one more question and maybe I would know the answer to this if I had read all of Dr. McVeigh's previous evidence. We all support the recognition of Traveller ethnicity but is it the case that every person has an ethnicity?

Joint Oireachtas Committee on Justice, Defence and Equality: Recognition of Traveller Ethnicity: Discussion (9 Nov 2016)

Jim O'Callaghan: I was hoping for a "Yes" or "No" answer.

Joint Oireachtas Committee on Justice, Defence and Equality: Recognition of Traveller Ethnicity: Discussion (9 Nov 2016)

Jim O'Callaghan: I am trying to figure out my ethnicity.

Joint Oireachtas Committee on Justice, Defence and Equality: Recognition of Traveller Ethnicity: Discussion (9 Nov 2016)

Jim O'Callaghan: Is Dr. McVeigh saying that one's ethnicity will change, depending on where -----

Irish Sign Language Report: Motion (10 Nov 2016)

Jim O'Callaghan: It is a great honour to be able to speak in this historic debate. I understand this is the first occasion on which a Dáil debate has been interpreted for members of the deaf community. I welcome all the members of the deaf community who are in the Public Gallery. I know this is an issue of great importance to them and I want them to know that Fianna Fáil, every other party and...

Irish Sign Language Report: Motion (10 Nov 2016)

Jim O'Callaghan: I also commend members of my party, Fianna Fáil, in particular the former Senator, Labhrás Ó Murchú, Deputy Thomas Byrne and Senator Mark Daly, who played a very important role in bringing forward this issue in 2013 when they introduced the Irish Sign Language Bill in the Seanad. I commend them on doing that and I give particular credit to Senator Mark Daly for the very...

Ceisteanna - Questions (Resumed) - Priority Questions: Garda Remuneration (15 Nov 2016)

Jim O'Callaghan: Will the Tánaiste and Minister for Justice and Equality outline for the House the financial consequences for her Department as a result of accepting the Labour Court recommendation in respect of the threatened action by the Garda Representative Association, GRA, and the Association of Garda Sergeants and Inspectors, AGSI? It is important we are informed of the consequences for the...

Ceisteanna - Questions (Resumed) - Priority Questions: Garda Remuneration (15 Nov 2016)

Jim O'Callaghan: Like most people I welcome the recommendation of the Labour Court which averted the threatened strike action of the GRA and AGSI two weeks ago. That Labour Court recommendation, as we know, has been accepted by the Government and we agree it should have been accepted by the Government. It is now being voted upon by the representatives organisations and I agree with the Minister that they...

Ceisteanna - Questions (Resumed) - Priority Questions: Garda Remuneration (15 Nov 2016)

Jim O'Callaghan: I agree with and support the plan to invest further in An Garda Síochána. That will have the support of the whole House. My concern, which is shared by many Deputies, is that we will see a reduction in services as a result of the Labour Court recommendation. The Minister has already indicated that this will cost approximately €50 million. Regardless of whether the...

Ceisteanna - Questions (Resumed) - Priority Questions: Judicial Council (15 Nov 2016)

Jim O'Callaghan: 27. To ask the Minister for Justice and Equality when a judicial council will be established; and if she will make a statement on the matter. [35148/16]

Ceisteanna - Questions (Resumed) - Priority Questions: Judicial Council (15 Nov 2016)

Jim O'Callaghan: The need to establish a judicial council is once again back on the news agenda. This issue goes back as far as 2010, when the former Fianna Fáil Minister for Justice, Equality and Law Reform, Dermot Ahern, published a scheme for a judicial council Bill. When will the current Minister's Bill in respect of a judicial council be published and when is it likely to be available?
