Dominic Hannigan: It might be cheaper to buy a flat down there.
- Seanad: Abbey Theatre: Statements (26 Jun 2008)
Dominic Hannigan: I am glad of the opportunity to speak and welcome the Minister of State. I agree with many of the other speakers that the Abbey Theatre has a legacy which must be honoured with the building of a fitting and tasteful structure capable of housing the quality productions we have come to expect from the theatre. The Minister told us earlier this month that the Government is now committed to...
- Seanad: Prison Development (Confirmation of Resolutions) Bill 2008: Second and Subsequent Stages (26 Jun 2008)
Dominic Hannigan: I welcome the Minister of State to the House. We debated this issue about two weeks ago with one of his colleagues. I raised four key issues that day, namely, the proposal to relocate the Central Mental Hospital there, the proposal to relocate the women's prison there, the size of the prison and detailed design issues regarding the site. I will not go over old ground but I received a...
- Seanad: Prison Development (Confirmation of Resolutions) Bill 2008: Second and Subsequent Stages (26 Jun 2008)
Dominic Hannigan: We need to get away from calling it the Thornton Hall prison. Let us have a debate on the name.
- Seanad: Prison Development (Confirmation of Resolutions) Bill 2008: Second and Subsequent Stages (26 Jun 2008)
Dominic Hannigan: I have two final points to make. I do not accept it is impossible to keep drugs out of prison. We have a fantastic opportunity, with a new prison, to design it so that we can limit access to drugs. I ask that particular attention be concentrated on that. There is sufficient space for rehabilitation. I am glad to see some proposals for the use of playing fields and the like. There is a...
- Seanad: Order of Business (2 Jul 2008)
Dominic Hannigan: I welcome the announcement last night from Fianna Fáil that it will slap down that motion from Senator Walsh. It shows they are not all dinosaurs and we must recognise that.
- Seanad: Order of Business (2 Jul 2008)
Dominic Hannigan: I wish to refer to the situation in Abkhazia in the Caucasus. Many will have read about the involvement of the Russians inside Abkhazia and the developing situation regarding the border with Georgia. I ask the Leader to impress upon the Minister for Foreign Affairs how important it is that the European Union makes some noise about this situation. The Minister should meet the Russian...
- Seanad: Order of Business (2 Jul 2008)
Dominic Hannigan: I accept that I was being unfair to the dinosaurs.
- Seanad: Nuclear Test Ban Bill 2006: Second Stage (2 Jul 2008)
Dominic Hannigan: I welcome the Minister of State to the House. I agree with Senator Boyle that this is not a contentious Bill. There is agreement for its enactment across the House. I am glad that the Bill has finally being put on the Order Paper. It gives us a chance to fulfil our obligations under the Comprehensive Nuclear Test Ban Treaty, which was signed almost ten years ago. The Bill is a statement...
- Seanad: Cancer Services: Motion (2 Jul 2008)
Dominic Hannigan: I join with Fine Gael in an effort to ensure these centres of excellence are maintained and not affected by potential savings that the Government may be considering. We need to see the guarantee of centres of excellence around the country. I want to defend a current centre of excellence that people are worried will be closed by the HSE and the Department of Health and Children. The Dóchas...
- Seanad: Cancer Services: Motion (2 Jul 2008)
Dominic Hannigan: Dóchas was opened in 2004 as a dedicated centre for breast cancer care and it very quickly became popular in the area. It serves patients from across the north east, from Cavan, Monaghan, Meath and Louth. It provides an efficient service for treatment and after-care with dedicated staff who get to know the patients personally. If the centre closes it will dramatically affect the lives of...
- Seanad: Order of Business (3 Jul 2008)
Dominic Hannigan: I join with other Senators in welcoming last night's news of the freedom of Ingrid Betancourt. Rather than issuing her with an invitation, what she most needs is to spend time with her friends and family and perhaps she needs space prior to the descent of the world's media on her. With regard to the debate on the economy which we will have next week, I wish to speak about affordable housing...
- Seanad: Nuclear Test Ban Bill 2006: Committee and Remaining Stages (3 Jul 2008)
Dominic Hannigan: I move amendment No. 1: In page 3, line 34, after "text" to insert "in the English language". I welcome the Minister of State to the House. The point covered in this amendment was raised by my party during the debate on the Bill in the Dáil. The amendment seeks to reflect the fact that there are six languages in the original text. The Bill, as drafted, refers specifically to one language...
- Seanad: Nuclear Test Ban Bill 2006: Committee and Remaining Stages (3 Jul 2008)
Dominic Hannigan: I fail to understand why the Minister of State will not accept this point. It is clear there are five other texts in the convention, yet this Bill only relates to the word text. We need to be specific and insert that the text is English. I will not push the amendment to a vote.
- Seanad: Nuclear Test Ban Bill 2006: Committee and Remaining Stages (3 Jul 2008)
Dominic Hannigan: We are pleased the Minister has taken on board the essence of our amendment. We are happy with this compromise and will accept the Government amendment and withdraw our amendment.
- Seanad: Nuclear Test Ban Bill 2006: Committee and Remaining Stages (3 Jul 2008)
Dominic Hannigan: Once again, we are pleased the Minister of State has proposed this amendment. It goes a long way towards meeting our requirements and as a result we will accept his amendment.
- Seanad: Nuclear Test Ban Bill 2006: Committee and Remaining Stages (3 Jul 2008)
Dominic Hannigan: I also congratulate the Minister of State and his officials and thank him for taking on board the spirit of our amendments. Like Senator Glynn I hope the passage of this Bill will help other countries move on towards ratification, especially the United States. I hope a message goes out from our Government to the ambassador that this Bill has passed into law and I hope that will put some...
- Seanad: Housing Market: Statements (8 Jul 2008)
Dominic Hannigan: I welcome the Minister of State to the House. I am glad the Leader has facilitated this debate today because housing is of great concern to people throughout the country, not just Members of this House. The housing industry has, until recently, been the bedrock of the construction industry and has played a large part in the creation of the Celtic tiger. Since 1997, over 600,000 new houses...
- Seanad: Energy Policy: Motion. (9 Jul 2008)
Dominic Hannigan: I welcome the Minister of State, Deputy Seán Power, to the House. Energy use and sustainability is an issue that will become ever more pressing in the near future. In this regard, per capita carbon emissions in Ireland are the second highest in Europe. Between 1990 and 2005, Ireland was one of the five top European countries for experiencing an increase in carbon emissions, the others...
- Seanad: Order of Business (10 Jul 2008)
Dominic Hannigan: The ceiling is falling in on the Senator now.
