Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Double Taxation Agreements: Discussion (29 Jun 2022)

John McGuinness: On a general question, for a long time, including during the period in office of former Minister for Finance Michael Noonan, this committee has always raised the issue of the taxation agreement with Taiwan. At a time when the world is changing rapidly and other European countries are seeking a presence in Taiwan, and our colleagues in the European Union have trade offices in that country, we...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Double Taxation Agreements: Discussion (29 Jun 2022)

John McGuinness: Do the representatives of Taiwan have to take the next step, or is it Revenue or the Department's officials, to pave the way for the type of agreement the Minister has just outlined?

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Double Taxation Agreements: Discussion (29 Jun 2022)

John McGuinness: I will record my dissatisfaction with that because, as I said to the Minister, going back to the time when Michael Noonan was Minister for Finance, all efforts were made to try to conclude an arrangement with Taiwan. In respect of the political position regarding China and Taiwan, I understood the arrangement the UK and other countries have was at an advanced stage between representatives of...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Double Taxation Agreements: Discussion (29 Jun 2022)

John McGuinness: I appreciate that. I ask the Minister to keep us updated. At a previous meeting, I asked him about tax exemption limits for people aged 65 and over. I had not got my facts at that time and I said I would come back to the Minister on it. The gentleman who rings me, Liam, explained there is a particular cohort of people who are on the State contributory pension who may have, in his case,...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Double Taxation Agreements: Discussion (29 Jun 2022)

John McGuinness: I ask the Minister to look at it in the broader context. Will the Minister comment on the recent AIB fine? Separate to this but in the AIB family is the EBS tied agents issue. To bring the Minister up to date on the EBS issue, it went to mediation and people have been appointed. It has got very legalistic and it seems an obstacle is being placed in the way of any step forward in...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Double Taxation Agreements: Discussion (29 Jun 2022)

John McGuinness: The fine imposed on AIB by the regulator was a pittance in the world of banking. Of the 41,000 tracker mortgage issues there are still 1,000 or more that are unresolved. It would appear the banks are back to a culture where they circle the wagons and protect themselves. They do not want to get to the end of the tracker mortgage issue. It is not quite finished as yet. The regulator should...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Double Taxation Agreements: Discussion (29 Jun 2022)

John McGuinness: As always, Deputy Durkan goes beyond the stated item on the agenda, and has been very helpful. No one discusses banks and the fallout from the banking system without mentioning Mr. Edmund Honohan. I attended his courts on many occasions just to hear first-hand the stories of how people were treated by the banks. I wish him well in his retirement. He is an extraordinary character and has...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Message to Dáil (29 Jun 2022)

John McGuinness: In accordance with Standing Order 101, the following message will be sent to the Dáil: The Select Committee on Finance, Public Expenditure and Reform, and Taoiseach has completed its consideration of double taxation agreements with the Isle of Man and Guernsey. Under Standing Order 100(2) the message is deemed to be the report of the committee.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

John McGuinness: I apologise for the late start. I was delayed coming to the committee room. I understand that we must be finished at a particular time, so we will manage to keep to the time. I remind witnesses and members of privilege, and to ensure they do not name anyone in such a way as to make him or her identifiable. When the committee met earlier we adopted our minutes of 6 July 2022. We are...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

John McGuinness: I thank Mr. Barnes very much. I call Deputy Doherty.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

John McGuinness: I thank the Deputy. She will have to trawl Google.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

John McGuinness: I understand Senator Higgins has gone to take part in a vote, so Deputy Tóibín is next.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

John McGuinness: Both of the Senators who wish to contribute are voting in the Seanad, so I will ask a question or two. Mr. Barnes referred to Sláintecare and the fact that there is no clarity on how much progress has been made to date on the overall cost of the reforms, but Sláintecare did receive funding. Does Mr. Barnes have a view on that funding and if it was too low? He said that it was not...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

John McGuinness: Let us say that Sláintecare is a process of ten steps. The Government has taken two of those steps to date. Does Mr. Barnes want to know what two steps have been taken and the costs relative to those steps, as well as what is left in the context of the remaining eight steps and their costs? Mr. Barnes is saying that nothing has been forecast and that there is nothing transparent about it.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

John McGuinness: Has IFAC looked at the state of the healthcare system from an economic point of view? We constantly hear that there is a lack of IT systems to report on and monitor up-to-date expenditure.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

John McGuinness: IFAC's business is budgets, figures, projections and all of that. If IFAC cannot get a handle on the figures in health that would allow the council to be confident about making a projection in respect of the budget, how can the Department do it? Is it a guesstimate? Is it a wild guesstimate? Mr. Barnes is concerned about the impact of the type of spend on the whole budget process. How...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Summer Economic Statement: Irish Fiscal Advisory Council (13 Jul 2022)

John McGuinness: Does IFAC raise this issue with the Government in its reports? If so, does it get any response?
