Leaders' Questions (19 Oct 2016)

Micheál Martin: Cystic fibrosis, CF, is a very debilitating condition. Ireland has the largest cohort per capitaof population of people with CF. Consistent research has helped improve the quality of life and extend the lives of people with CF. Given that we have the largest cohort per capitaof population of people with CF, there is an onus on this country to be in the vanguard in terms of research and new...

Leaders' Questions (19 Oct 2016)

Micheál Martin: It is a life and death issue and it is a fundamental imperative that we do everything we possibly can to improve the quality of life and extend the life of those with CF. There is no doubting the health benefits to be derived from Orkambi. In the assessment it was rejected "at submitted cost"; in other words, it was regarded as too expensive. The benefits are well reported not just by...

Questions on Proposed Legislation (19 Oct 2016)

Micheál Martin: The programme for Government is very explicit about mental health. It states that the Government intends to fully implement A Vision for Change and that it will base health expenditure on multi-year budgeting supported by a five year HSE service plan based on realistic, verifiable projections. At Question Time yesterday, Deputy Brown asked the Minister of State at the Department of Health...

Questions on Proposed Legislation (19 Oct 2016)

Micheál Martin: It is sending out falsehoods to people in the mental health arena. I have been hearing this €35 million figure for the past three or four years and it never materialises. We were told in the small print yesterday that it is €15 million. The Government is selling people in the mental health community short. It is time for less rhetoric and more honesty and realistic...

Ceisteanna - Questions: Departmental Bodies (19 Oct 2016)

Micheál Martin: Standing Order 39(1) is proving somewhat problematic. I tabled three questions for this session. One related to raising the issue of Aleppo and Syria at the European Council. It was arbitrarily sent by someone in the Taoiseach's office to the Department of Foreign Affairs and Trade when it was legitimate for this session. There were two other questions on programme for Government items.

Ceisteanna - Questions: Departmental Bodies (19 Oct 2016)

Micheál Martin: I would even suggest that if the Taoiseach knew about it, he would not have approved it because the only way we can address a European Council issue-----

Ceisteanna - Questions: Departmental Bodies (19 Oct 2016)

Micheál Martin: -----is to ask the Taoiseach because he is the only person at the Council. I have confidence in Kieran Mulvey to set about the task. I also make the point that there has been investment in the north inner city for many years in areas like education and schools. I sanctioned quite a lot for Sheriff Street in respect of second level schools. What is lacking is consistent application of...

Ceisteanna - Questions: Departmental Bodies (19 Oct 2016)

Micheál Martin: No, not under our watch. The groups concerned would have said this.

Ceisteanna - Questions: Departmental Bodies (19 Oct 2016)

Micheál Martin: I accept that no one Deputy or leader has a monopoly on empathy or wisdom on the issue.

Ceisteanna - Questions: Departmental Bodies (19 Oct 2016)

Micheál Martin: This should be acknowledged, given that many people have been working very hard at the coalface for a long time. We learn that it does not lend itself to simplistic solutions. Deep issues are on the line regarding how people end up in these situations. Simplistic slogans or responses will not work. The communities raised the issue of a mini Criminal Assets Bureau type intervention. It...
