Committee on Housing and Homelessness: Mercy Law Resource Centre (10 May 2016)

John Curran: I do.

Committee on Housing and Homelessness: Mercy Law Resource Centre (10 May 2016)

John Curran: Usually I do not comment on witness contributions, but I wish to comment before Ms Regan responds. She mentioned the Constitution and discussed whether legislation would be necessary. Legislation has to be constitutionally sound. Among the issues about which we have spoken at this committee are access to land for house building and the question of hoarding. The former Minister, Deputy Alan...

Committee on Housing and Homelessness: Mercy Law Resource Centre (10 May 2016)

John Curran: Does Ms Regan wish to comment on that?

Committee on Housing and Homelessness: Mercy Law Resource Centre (10 May 2016)

John Curran: That concludes our questions. I thank Ms Maeve Regan for attending this afternoon. Some of us attended the launch, which was impressive. As a result of the launch a number of colleagues asked if Ms Regan would be prepared to attend before the committee today. That is the context for her appearing before the committee. The documentation that was provided will be available on the website...

Committee on Housing and Homelessness: Business of Committee (12 May 2016)

John Curran: Apologies have been received from Deputy Seán Canney. In accordance with the standard procedures agreed by the Committee on Procedure and Privileges for paperless committees, all documentation for the meeting has been circulated to members on the document database. I ask members, for the purposes of broadcasting and recording the meeting, to turn off their mobile telephones completely...

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: I draw the attention of witnesses to the fact that by virtue of section 17(2)(l) of the Defamation Act 2009, witnesses are protected by absolute privilege in respect of their evidence to the committee. However, if they are directed by the committee to cease giving evidence on a particular matter and they continue to so do, they are entitled thereafter only to a qualified privilege in respect...

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: I thank Mr. Daly and Mr. McDonagh for the presentations, particularly the factual content and numbers included. The committee will find them very useful. A number of colleagues have indicated that they have questions.

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: Could Mr. McDonagh specifically address Deputy O'Dowd's point about units that were not taken up by local authorities? The committee feels that the provision of 800 or 1,000 units immediately in Dublin would do much for people who are in hostels and bed and breakfasts as a crisis or emergency measure. Are any of those units available, or have they all been dealt with and disposed of in...

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: I thank Mr. McDonagh. Before I call Deputy Bernard J. Durkan, I wish to follow up on one of the points made by Deputy Barry Cowen. Regarding the special companies NAMA has set up, it has invested approximately €160 million and the properties have been leased to voluntary bodies and so forth. Is the funding mechanism used off the State's balance sheet?

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: Is there further scope to develop that special vehicle? Would Mr. Daly like to comment on this?

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: Without meaning to push Mr. Daly on it, he is referring to-----

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: NAMA has embarked on this project. I am expanding on where it could go.

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: My specific point relates to the indication that NAMA will return to the State a surplus in the near future. What are the constraints on NAMA in advancing this special vehicle in order that it might become more active in and engage more in the housing market, given the extent of the crisis?

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: The issue of properties not taken up by local authorities has come up a number of times. In order to try to address it for everybody, does Mr. McDonagh have the detailed replies from each local authority or does the committee need to approach each local authority to seek that information? It will keep coming up throughout the meeting.

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: That might be forwarded to the committee.

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: I thank Mr. McDonagh and call Deputy Ó Broin.

Committee on Housing and Homelessness: National Asset Management Agency (12 May 2016)

John Curran: I would like to be helpful. A number of people are raising this issue. I think the committee will get correspondence from the Housing Agency.
