Denis O'Donovan: We are dealing with section 1, the Short Title and the commencement of the Bill. Yesterday there was criticism that we spent an hour on the same section in a different Bill. Members should be mindful that they should deal with the more substantive issues. There are so many amendments that I do not believe we will reach all of them.
