Seanad: Industrial Development Bill 2006: Second Stage (6 Dec 2006)

Terry Leyden: I welcome the Minister and his officials to the House. I congratulate the Minister as a member of Cabinet on the introduction of an excellent budget. In regard to the promotion of enterprise, the Minister has achieved a tremendous effect in terms of the provisions of the budget, which will ensure that we will remain competitive, particularly for the 800,000 people working in the small...

Seanad: Industrial Development Bill 2006: Second Stage (6 Dec 2006)

Terry Leyden: I thank the Senator. He has been most co-operative.

Seanad: Industrial Development Bill 2006: Second Stage (6 Dec 2006)

Terry Leyden: Yes, but I wish he would not use the script from the Fine Gael press office.

Seanad: Industrial Development Bill 2006: Second Stage (6 Dec 2006)

Terry Leyden: I withdraw that comment. I acknowledge that the Senator has a personal opinion on this matter. I welcome the Minister to the House and I am grateful for this opportunity to speak on the Bill. The new mandate for Shannon Development means that the indigenous industry support functions carried out by Shannon Development will revert to Enterprise Ireland on 1 January 2007, necessitating the...

Seanad: Industrial Development Bill 2006: Committee and Remaining Stages. (6 Dec 2006)

Terry Leyden: I thank the Minister for coming to the Seanad on an historic day. I know he was anxious to get this Bill passed. I thank Senator Coghlan for his great co-operation at all times. When it comes to anything to do with industry, Senator Coghlan has been strongly supportive of Bills going through this House. I thank him especially for his co-operation on this Bill. I again thank the Minister...

Seanad: Industrial Development Bill 2006: Committee and Remaining Stages. (6 Dec 2006)

Terry Leyden: At 10.30 a.m. tomorrow.

Seanad: Order of Business (7 Dec 2006)

Terry Leyden: Perhaps the Leader could make time available for Committee, Report and Final Stages of the Registration of Wills Bill 2005. This is a Private Members' Bill proposed by me to regulate and register wills. Despite the best efforts of the Law Society of Ireland to try to thwart the actions of the Oireachtas and prevent the passage of this legislation, I hope the Leader will make time available...

Seanad: Order of Business (7 Dec 2006)

Terry Leyden: I thank the Leader.

Seanad: Health (Nursing Homes) (Amendment) Bill 2006: Second Stage (7 Dec 2006)

Terry Leyden: I welcome the Minister of State, Deputy Seán Power, and his officials from the Department of Health and Children to the House. I am pleased to have an opportunity to speak on the Bill relating to the care of the elderly, a topical issue. I do not intend to revisit the Leas Cross issue which has been discussed in the House previously. I would like to ask the Minister of State a few...

Seanad: Health (Nursing Homes) (Amendment) Bill 2006: Second Stage (7 Dec 2006)

Terry Leyden: Those persons were empowered by that. Every staff member had his or her name displayed. It is a beautifully managed nursing home. Entertainment is provided two or three times a day including people singing with accordions, others telling folk tales and so on. That is what I like to see in a nursing home. I hope the Minister has an opportunity, when he visits the west, to see a public...

Seanad: Order of Business (12 Dec 2006)

Terry Leyden: I share the House's grief and sorrow at the shooting dead of the sub-postmaster in Kilkenny. It is a disaster for his family. He was a brave and courageous postmaster and we should send our sympathies to the postmasters' union on the tragic murder of a brave person.

Seanad: Order of Business (12 Dec 2006)

Terry Leyden: I personally sympathise. Will the Leader of the House have an early debate on the Competition Authority's view on the legal profession? I issued a detailed statement on this. I do not agree with the removal of restrictions on barristers and solicitors advertising. We stopped this type of advertising on a previous occasion. We all remember the ambulance chasers who sought clients and took...

Seanad: Order of Business (12 Dec 2006)

Terry Leyden: This is what they recommend and it was restricted. The great Law Society of Ireland told me it does not support the Registration of Wills Bill 2005. It tries to stop investigation and the introduction of regulation to control its business. It got away with murder on the registration of wills.

Seanad: Order of Business (12 Dec 2006)

Terry Leyden: I intend to hold a major debate.

Seanad: Order of Business (12 Dec 2006)

Terry Leyden: This is a separate issue, the recommendations of the Competition Authority. After Christmas, we should have a general debate on the legal profession in light of those recommendations. The "Prime Time Investigates" programme last night was quite chilling. I congratulate Mr. de Rossa on his election as an auctioneer and valuer.

Seanad: Order of Business (12 Dec 2006)

Terry Leyden: Senator de Rossa, auctioneer, valuer and estate agent. I wish him well in his new practice and on his return to the House. Last night's programme "Prime Time Investigates" gave great service to the country in exposing difficulties. However, it does not apply to all auctioneers and valuers, only to a small group. Every organisation has people who do not live by the rules. Nobody in this...

Seanad: Order of Business (12 Dec 2006)

Terry Leyden: Deputy Twomey did.

Seanad: Defamation Bill 2006: Second Stage (Resumed). (13 Dec 2006)

Terry Leyden: I welcome the Minister of State at the Department of Finance, Deputy Parlon, and his staff and advisers from the Department to the House. When I discussed this Bill last week, we had an opportunity to consider it over the weekend. I read a very interesting article in the Irish Independent by an eminent journalist named Colum Kenny, in which he put forward a very fair and balanced view in...

Seanad: Garda Reform: Statements (13 Dec 2006)

Terry Leyden: I welcome the Minister for Justice, Equality and Law Reform, Deputy McDowell, and his senior officials, who are familiar to this House. I thank the Minister for the recognition he gives this House in bringing legislation and being prepared to stay here for the duration of a debate as far as possible given his pressing schedule. The Ministry of Justice, Equality and Law Reform is the most...

Seanad: Garda Reform: Statements (13 Dec 2006)

Terry Leyden: Hear, hear. It is very logical.
