Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Paul McAuliffe: I appreciate that. There was a group outside Leinster House and I wanted to attend to them. I thank the witnesses for appearing before is. I was here for the meeting's beginning but missed its middle, so I apologise. One of the principal issues around the cost of delivery is that it impacts our ability to deliver – that is stating the obvious – and particularly the...

Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Paul McAuliffe: Is it fair to say that is not really at a policy level but a project management level?

Paul McAuliffe: I agree.

Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Paul McAuliffe: That would have brought it in between €175,000 and €195,000.

Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Paul McAuliffe: In the context of the two specific sites and the numbers I mentioned, there is very little in there for speculation or developer profit. I do not understand how that comment could relate to the two sites I referenced.

Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Paul McAuliffe: I suppose they would be similar to any Housing for All sites where properties would be built under the affordable purchase scheme. That is where the land is owned by the State and the process would go to market to see how many units could be built and for what amount. If that comes in at €300,000, the maximum subsidy is €100,000, so the price per unit would be €200,000....

Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Paul McAuliffe: In Dublin city, the majority of available land is public rather than private. I come back to the point about there being no plans for affordable purchase for people earning €36,000 and €80,000 in Dublin city. Those sites I mentioned, which are being developed by Dublin City Council, would deliver units at earnings of €51,000.

Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Paul McAuliffe: There are other sites in construction as well. They are in Kildonan and many other sites planned by Dublin City Council that will form public housing on public land. They are all part of Housing for All. The worry is that inflation in construction costs will evaporate the affordability we have built in. I accept Ms Hegarty's point on the €100,000 subsidy and how sustainable it is....

Joint Oireachtas Committee on Housing, Planning and Local Government: Inflationary Costs in the Construction Industry: Discussion (28 Jun 2022)

Paul McAuliffe: I am very familiar with the schemes at both O'Devaney Gardens and Oscar Traynor Road, and to be fair, they are from before Housing for All. They were developed by the previous Government and they did not have the €100,000 subsidy or the affordable purchase fund. The biggest problem at O'Devaney Gardens and the reason we could only deliver 80% public housing on the site was that the...

Joint Oireachtas Committee on Housing, Planning and Local Government: Right to Housing: Discussion (5 Jul 2022)

Paul McAuliffe: Gabhaim buíochas leis an Cathaoirleach. I thank all our guests for their contributions here and for their work. A majority of members on this committee support a right to housing in the Constitution. That has happened because of campaign groups like those present and in response to effectively ten years of undersupply and dealing with the fallout of that. The Government is committed...
