Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Censorship of Publications Board: Chairman Designate (25 Mar 2014)

Kevin Humphreys: On a serious note, one thing I have been thinking about is whether we should be going down the road of censorship and how we should categorise things that are censored.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Censorship of Publications Board: Chairman Designate (25 Mar 2014)

Kevin Humphreys: I was trying to get a sense of that from Mr. McCarthy. In the case of any future legislation we will be consulting with Mr. McCarthy given his role. Whether we are discussing film or a publication, is censorship outdated? The majority of the public has access to any publication, film or whatever online. At this stage, does Mr. McCarthy believe it is past its sell-by date?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Censorship of Publications Board: Chairman Designate (25 Mar 2014)

Kevin Humphreys: The Chairman misled me. Anyway, it is the same point. In the case of any publication there is access right across media. Whatever the categorisation in Ireland an online purchaser will not necessarily see it the same way and he or she still has full access. We cannot really control it. Should we even be attempting to do so any longer? That was what I was asking Mr. McCarthy.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Censorship of Publications Board: Chairman Designate (25 Mar 2014)

Kevin Humphreys: If anyone is qualified, then Mr. McCarthy is as qualified as anyone else for this role, because I do not know what the specific qualification would be for this position. I would like the committee to ask the Minister to review the Censorship of Publications Act 1967, because it is long overdue. Society and technology has moved on to such an extent that this committee should recommend that...

Order of Business (26 Mar 2014)

Kevin Humphreys: The climate change Bill seems to have been delayed and is now awaiting Cabinet approval. The expert advisory group on climate change should have been appointed several weeks ago. I ask the Taoiseach to update the House on the status of both the legislation and the expert group.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: I have not received the documentation. Will the payments always fall on 1 July?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: What are the payments for the next three years?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: Do the payments decline until the end?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: What will be the last payment in 2026?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: There is a downwards trend.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: There was a figure of between €7 billion and €9 billion mentioned for the Greek bailout package. There was an agreement across all the central banks.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: Is there an overall figure for that?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: Some work was done by the Central Bank in that regard that resulted in a technical paper on security market programmes. Was there any consideration of the benefit that would have accrued if we got a similar package? We had distressed bonds purchased by member states and if we received a similar package, we would have been looking at an accrued figure paid over a similar period of €3...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: Will the witness confirm there was a technical paper done on the security market programme? Did it confirm the amount of accrual back to Ireland of approximately €3 billion? I do not expect the witness to have the figure.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: This concerns senior members of the Central Bank. Did Ireland seek a similar deal to that received by Greece?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: It is even more relevant to the Department of Finance. Was a similar deal sought?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Central Bank Bill 2014: Department of Finance (26 Mar 2014)

Kevin Humphreys: Yes. This is also just part of a package that Greece received. I raised this with the Minister for Finance last year when the matter came through the Dáil, and his answer was that Ireland is not Greece.
