Leaders' Questions (20 Nov 2013)

Enda Kenny: The House has united on a number of occasions in respect of matters in regard to Northern Ireland. Since the Good Friday Agreement, when people North and South went to the polls and we had validation from the vast majority of the people of the island, this template still stands. However, it might be appropriate if we were to wait and see the recommendations Dr. Haass will put together...

Leaders' Questions (20 Nov 2013)

Enda Kenny: The answer to that question is "No". The Government has no such agenda. The mandate given to the Government was to sort out our public finances and provide opportunities for jobs for our people. We will never have the type of country we know we can have unless these two principal issues are dealt with. Irish people have come a long way in the past three years. When one asks people,...

Leaders' Questions (20 Nov 2013)

Enda Kenny: It is to recast the Irish economy in a way which impacts to the benefit of everybody. This includes the communities mentioned by Deputy Healy. The RAPID programme was very effective in many cases and announcements were made about it which were never followed through. Changes are being made to local government whereby the balance of responsibility between the elected representatives and the...

Leaders' Questions (20 Nov 2013)

Enda Kenny: The Deputy picks a particular line and that is what he wants to do. In the budget for 2013, the Minister for Finance reduced the rate of VAT which applies to the hospitality sector from 13.5% to 9%.

Leaders' Questions (20 Nov 2013)

Enda Kenny: Not only did that stabilise the industry, it also allowed for the creation of 15,000 new jobs.

Leaders' Questions (20 Nov 2013)

Enda Kenny: Those jobs were not all created in large urban centres. The Minister has continued the policy in this regard in budget 2014. Not only that, travel tax will be zero-rated from 21 April next and this will lead to 1 million additional passengers entering the country as a consequence of Ryanair's plan to establish new routes. Does the Deputy believe that all of those passengers coming here...

Leaders' Questions (20 Nov 2013)

Enda Kenny: -----and obtain employment in and contribute to their own communities? I do not deny the value of the RAPID or CLÁR programmes, nor do I deny the value of community employment schemes, the Tús programme-----

Leaders' Questions (20 Nov 2013)

Enda Kenny: -----the MOMENTUM programme, JobBridge or JobsPlus. These all involve giving people the opportunity to obtain employment, to upskill and better themselves and to make a contribution. Of course Deputy Healy will pick an area which it suits him to discuss. He does not want to understand - perhaps he does not wish to appreciate - the fact that when the Government makes a decision, it can have...

Leaders' Questions (20 Nov 2013)

Enda Kenny: The decision in question led to the creation of 15,000 extra jobs. As a result of The Gathering, family groups from abroad have returned to visit every county in the country. In total, some 500,000 additional tourists have come here in 2013 and this has contributed to the development of local economies. The Deputy asked if I am going to restore the funding previous available for...

Order of Business (20 Nov 2013)

Enda Kenny: It is proposed to take No. 11a, motion re exit from the EU-IMF programme of financial support to Ireland (resumed); and No. 22, the Child and Family Agency Bill 2013 - Order for Report and Report and Final Stages. It is proposed, notwithstanding anything in Standing Orders, that: the Dáil shall sit later than 9 p.m. tonight and shall adjourn on the conclusion of Private Members'...

Order of Business (20 Nov 2013)

Enda Kenny: I respect the statutory authority of the Attorney General of Northern Ireland. The opinion he has given is personal in nature.

Order of Business (20 Nov 2013)

Enda Kenny: It is a personal opinion offered as a contribution to the Haass process. A range of other personal opinions may well be expressed in the coming weeks. As I informed Deputy Adams during Leaders' Questions, my preference would be to allow Dr. Haass to conclude his hearings and discussions and then make his recommendations before the House engages in whatever form of debate might be deemed...

Order of Business (20 Nov 2013)

Enda Kenny: Dr. Haass has been invited specifically by the First Minister and the Deputy First Minister to come here to deal with the issue of flags, parades and the past. He should be allowed to complete that process, as he expects to do in the next four to five weeks. The House can have a debate in January on issues outside the Haass recommendations that are of concern to Deputies, but we should...

Order of Business (20 Nov 2013)

Enda Kenny: If I may, I will, first, deal briefly with the issue raised by Deputy Micheál Martin. Dr. Haass was invited here by the Executive to do a particular job and make recommendations. This House has primacy and, as has been pointed out, the Government is the co-guarantor, with the British Government, of the Good Friday Agreement. The contribution of Dr. Haass may well be very valuable....

Order of Business (20 Nov 2013)

Enda Kenny: The Health Service Executive requested an extension of days from the Minister to conclude its work on the service plan. This request was granted and while I am not certain of the date, I believe the plan is due to be presented to the Minister on 25 November. He will then have three weeks to consider it and make recommendations to the Government. The plan will then be debated in the House....

Order of Business (20 Nov 2013)

Enda Kenny: I cannot indicate on what date the service plan was due to be submitted before an extension of ten days was granted. The date for submission is, I believe, 25 November, but I will confirm the date later. The Minister will then have three weeks to consider the service plan presented to him, at which point we can debate it in the Chamber.

Order of Business (20 Nov 2013)

Enda Kenny: I did not see much sign of the sun when I was travelling from the west in driving sleet the other morning at 2 a.m. Sunbeds would not have been of any use. The Bill will be published during this session.

Order of Business (20 Nov 2013)

Enda Kenny: The pyrite levy Bill which is still on the Order Paper relates to a proposed mechanism to fund dealing with the pyrite problem. It is not being proceeded with and work is under way on legislation to establish the pyrite board. That Bill will be published shortly. The heads of the housing Bill are due by the end of the year and will be published early next year with a view to implementing...

Order of Business (20 Nov 2013)

Enda Kenny: Maybe those concerned should have waited until 5 p.m. instead of 4.59 p.m. for the Deputy to receive the motion.

Order of Business (20 Nov 2013)

Enda Kenny: It is a matter for the House as to what Deputies do with amendments. The Deputy has been around long enough to know the requirements pertaining to the submission of amendments when a motion has been produced.
