Other Questions: Road Projects Status (22 Nov 2017)

Bobby Aylward: Ten lives have been lost there as the Minister is well aware. We need an upgrade. The two-pus-one system is not exactly perfect. We objected to it when it was proposed by the National Roads Authority, NRA. We said it was not good enough and wanted a motorway system but instead it went for the two-pus-one system. Bobby Aylward: Much of what I wished to ask has already been dealt with. When we were doing our investigation we had the witnesses before us. One could describe what was happening as "non-governance". Are the witnesses happy the whole system has changed, including control, governance and management of the college? Is it running now in a proper manner? With the questioning and investigation, we found...

Were there any repercussions for individuals or group because of the mismanagement? Will there be consequences, fines or penalties arising from this scrutiny and conclusion that it was bad management?

Bobby Aylward: In hindsight, why did it take so long? There were investigations between 2007 and 2016. Why did it take so long to get the facts and figures right and the whole thing under control? Why was continuous mismanagement and non-governance allowed to happen for ten to 15 years?

Bobby Aylward: What the owners wanted, if they could have got it, was that when they registered the foal that the levy would have to be paid. I know it is to suit them but they do not get their fees until perhaps two years later. They want the system to be changed so that a foal could only be registered when the levy was paid and that way they could get their money and the foal could be registered.
