Terry Leyden: First-time buyers face difficulties in today's housing market and the Minister for Finance, Deputy Cowen, has been examining ways to ease those difficulties, particularly in Dublin. According to Colin Smith, branch manager of Sherry Fitzgerald, most first-time buyers are spending up to â¬500,000, a massive amount, on a house. Given that stamp duty exemption stops at â¬317,000, it is clear...
- Seanad: Tax Code: Motion (29 Nov 2006)
Terry Leyden: The Cathaoirleach is aware of what is happening in Limerick. Roscommon is an ordinary county. It is providing local authority houses of the best quality. It is also providing local authority sites, where possible, and other subsidised sites and housing. That is the way forward. The biggest difficulty arises in the large cities of Dublin, Galway, Waterford, Limerick and Cork. The Minister...
- Seanad: National Development Finance Agency (Amendment) Bill 2006: Second Stage (30 Nov 2006)
Terry Leyden: I welcome the Minister of State, Deputy Parlon, and the officials from the Department of Finance. I commend both the Minister of State and the Minister, Deputy Cowen, on bringing forward this important legislation, which establishes on a statutory basis the centre of expertise of the National Development Finance Agency. This sound proposal represents a continuance of the good governance of...
- Seanad: National Development Finance Agency (Amendment) Bill 2006: Second Stage (30 Nov 2006)
Terry Leyden: The Government has taken a tremendously businesslike approach in this and other matters. As a successful businessman, Senator Quinn, in particular, will appreciate this. The Minister, Deputy Cowen, and his predecessor, Mr. Charlie McCreevy, have done a fine job in running Ireland Incorporated. The Taoiseach, who is the chief executive officer in this analogy, is performing well, as are his...

- Seanad: National Development Finance Agency (Amendment) Bill 2006: Second Stage (30 Nov 2006)

- Seanad: National Development Finance Agency (Amendment) Bill 2006: Second Stage (30 Nov 2006)
Terry Leyden: It is very low but it is also a low blow to the Government if a party such as the Green Party is lecturing it on investments.
- Seanad: National Development Finance Agency (Amendment) Bill 2006: Second Stage (30 Nov 2006)
Terry Leyden: I did not mention any names but Senator John Paul Phelan can imply who he likes. Anyway, we all know to whom I refer. Senator Ryan also criticised the question of ethical investments recently. The Government allows an investment to be made for the maximum result within reason. It has taken an ethical approach so far. I hope the majority of investments are made in Ireland. The pension fund...
- Seanad: National Development Finance Agency (Amendment) Bill 2006: Second Stage (30 Nov 2006)
Terry Leyden: They will not get their hands on it. However, to be sure, legislation should be introduced because I am fearful that a party that can take the shilling off the old age pensioner would certainly be prepared to take â¬17 billionââ
