Joe Carey: The Minister does not have a problem coming in to discuss any issue. That is his position. We have a duty to consider the Estimate this evening. We can invite the Minister and Minister of State to appear before the committee at some point in the future to discuss whatever programme members want. The Minister has told the committee that.

Joe Carey: Let us consider them. We have programmes B, C and D ahead of us. They are significant programmes. The committee can agree to discuss any programme after this but we must conclude our consideration of the Estimate.
