Lynn Ruane: All right. I thank Ms Bairéad for clarifying that. My stomach flipped when I heard it. The point made was that, in the context of returning to the parent, 12 months should be invested in the foster placement to ensure secure attachment. What I inferred from that was that making sure the birth parent who wants to be active can be active would not be prioritised.
