Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) and Final Stage (21 Sep 2022)

Lynn Ruane: I wish to speak to a number of amendments that relate to elected student representatives on the board. We can all acknowledge that universities are often a microcosm of society. The same applies to student politics. We must respect the mandate of elected representatives involved in those politics. The Minister has expressed his belief that that mandate is protected in the Bill. We all...

Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) and Final Stage (21 Sep 2022)

Lynn Ruane: I often say I do not represent any constituency, but I definitely have an electorate which came to the fore over the past year, knowing that this Bill was on its way. I thank the Irish Universities Association, the Union of Students in Ireland and all the student unions for their input to improve the legislation. It is positive that an amendment has been passed in the Seanad today. The...

Seanad: Higher Education Authority Bill 2022: Report Stage (Resumed) and Final Stage (21 Sep 2022)

Lynn Ruane: And the Bills Office. There is an enormous amount of work for everybody behind the scenes who have had to turn our amendments around in such a short space of time. Even though we may disagree with parts of the Bill which we think could be improved, I acknowledge the work of the students' union. Today it has won the legal right in respect of boards which has been enshrined in legislation....

Joint Committee On Children, Equality, Disability, Integration And Youth: Foster Care: Discussion (20 Sep 2022)

Lynn Ruane: All right. I thank Ms Bairéad for clarifying that. My stomach flipped when I heard it. The point made was that, in the context of returning to the parent, 12 months should be invested in the foster placement to ensure secure attachment. What I inferred from that was that making sure the birth parent who wants to be active can be active would not be prioritised.

Joint Oireachtas Committee on Justice, Defence and Equality: General Data Protection Regulation Enforcement: Discussion (22 Sep 2022)

Lynn Ruane: I welcome the delegation and welcome Ms Daly back to the House. I believe that, previously, she was a member of the Oireachtas Committee on Justice and Equality. I have lots of questions but I will try to hone them into one or two because I know we do not have much time. I seek clarification from Ms Sippel on her reference to an independent investigation. Does she mean improving the DPC's...

Joint Oireachtas Committee on Justice, Defence and Equality: General Data Protection Regulation Enforcement: Discussion (22 Sep 2022)

Lynn Ruane: I thank Ms Sippel for providing that clarification. Ms Daly said that Spain's legislative framework allows its data protection authority to make decisions but that it probably has less to consider. Would the introduction of two more commissioners in the DPC support the move to defining in the legislation that decisions have to be made because there would be three DPC commissioners working...

Joint Oireachtas Committee on Justice, Defence and Equality: General Data Protection Regulation Enforcement: Discussion (22 Sep 2022)

Lynn Ruane: I know this is not the time but I do not think we will have another opportunity to state whether we agree in respect of the meeting next Wednesday. I know it is not ideal but can we clarify what the session on Wednesday will be?
