Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)

Paschal Mooney: I echo the concern expressed by my colleague, Senator Ó Domhnaill. The Irish language groups that have contacted us indicated that there is considerable vagueness surrounding the Bill in one area relating to expenses. I have no wish to dwell too much on the reason the Minister of State wishes to abolish the elections. That will arise under a different amendment, which is questionable...

Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)

Paschal Mooney: I fully accept that but this is in the context of the whole question and it relates to the savings the Minster of State indicated will materialise as a direct result of the ending of democratic elections. Subsequent appointments will be made and I simply wish to make that point. My core question was also raised by Senator Ó Domhnaill and Senator Barrett. Will the Minister of State clarify...

Seanad: Wildlife (Amendment) Bill 2012: Committee and Remaining Stages (4 Jul 2012)

Paschal Mooney: The tenor of the debate on the Bill is in contrast to the previous debate in 2010 when a similar amendment was brought forward and the Opposition, now the Government, threw brickbats at the Government in regard to it. It was controversial at the time but this debate is a complete reversal of that. It is happy-clappy time and everything is wonderful. I want to record that. The Minister will...

Seanad: Wildlife (Amendment) Bill 2012: Committee and Remaining Stages (4 Jul 2012)

Paschal Mooney: I am asking whether the relationship between the hunting fraternity and the Garda in regard to endorsement of firearms licences to allow them hunt has died down, and that there is no particular controversy surrounding this issue. Of course people in the hunting fraternity welcome this measure. Why would they not welcome it? Otherwise, their activity would be illegal. They would not be able...

Seanad: Gaeltacht Bill 2012: Committee Stage (Resumed) (4 Jul 2012)

Paschal Mooney: I suggest this section of the Bill has exercised the House a little more than the Minister of State might have anticipated. It allows me to draw the attention of the House to an article that appeared in yesterday's The Irish Times. The article was written by Donncha Ó hÉallaithe, who worked until recently as a maths lecturer at Galway-Mayo Institute of Technology. Over the last ten...

Seanad: Rent Supplements: Motion (4 Jul 2012)

Paschal Mooney: All sides of the House welcome the Sinn Féin motion. I share the view that rent supplement is only a short-term policy. The ultimate solution is to move the 94,000 recipients into permanent accommodation, either through local authorities or by employing NAMA properties to tackle the social housing waiting lists. It is interesting that the figures from 2005 up to June 2012 show a 60%...

Seanad: Order of Business (5 Jul 2012)

Paschal Mooney: Yesterday, a number of Members of this House attended the 4 July celebrations in the Phoenix Park. My colleague, Senator Leyden, paid tribute to our American cousins and wished them well on their Independence Day celebrations. Following on that, the US ambassador, Ambassador Rooney, who is a great friend of Ireland, is quoted in today's newspapers as saying that US investors continue to have...

Seanad: Order of Business (5 Jul 2012)

Paschal Mooney: Shame.

Seanad: Order of Business (5 Jul 2012)

Paschal Mooney: No censorship.

Seanad: Order of Business (5 Jul 2012)

Paschal Mooney: How many stations? Is it two or three?

Seanad: Order of Business (Resumed) (5 Jul 2012)

Paschal Mooney: In light of the proposal by the Leader to guillotine one of the most important Bills to come before the House in 56 years we cannot possibly agree to the Order of Business. This Government enjoys the most unprecedented majority in the history of the State. If the Dáil cannot stop this Government from being anti-democratic this House has an obligation to do so. We are opposing the Order of...

Seanad: Gaeltacht Bill 2012: Committee Stage (Resumed) (5 Jul 2012)

Paschal Mooney: It is not the Acting Chair's job to stifle debate.

Seanad: Order of Business (10 Jul 2012)

Paschal Mooney: The band performed at two other venues on the Continent and there was no trouble. This is an Irish problem.

Seanad: Order of Business (11 Jul 2012)

Paschal Mooney: I join Senator Landy in supporting my colleague Senator O'Neill in his request of the Minister for Public Expenditure and Reform. Agriculture is one of the good news stories in this faltering economy. It is heartening that young people in particular are seeking out the various courses on offer in agricultural colleges. It is a far cry from a time less than ten years ago when agriculture...

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (11 Jul 2012)

Paschal Mooney: Section 38 in its entirety relates to the functions of an authorised officer. The Minister is aware that we partially discussed the functions but also the appointment of authorised officers. In the course of the debate he referred to the fact he is of the view that he may appoint authorised officers from outside of the veterinary area, and that they would perhaps be people with expertise...

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (11 Jul 2012)

Paschal Mooney: I have a brief question on animal tracing. I seek clarification that animal identification, registration and movement regulations in the Bill, in its entirety, will operate under EU law and do not differ therefrom. In other words, there should be no difference from the current EU regulations relating to animal identification, registration and movement.

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (11 Jul 2012)

Paschal Mooney: Can the Minister confirm that the current registration and legal requirements for marts are not being changed in this Bill?

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (11 Jul 2012)

Paschal Mooney: Can the Minister provide assurances that there might be an awareness that animal welfare groups might be at odds with hunting, in the context of the service agreements or designated authorised officers? Perhaps the best thing would be if the Minister could clarify exactly who are the sort of people he will be entering into our organisations with service agreements.

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (11 Jul 2012)

Paschal Mooney: Yes. Section 74 deals with service agreements. It states that "The Minister may, from time to time, enter in writing into an agreement or other arrangement subject to such terms or conditions as the Minister decides, with another person for the performance of a function under this Act."

Seanad: Animal Health and Welfare Bill 2012: Committee Stage (Resumed) (11 Jul 2012)

Paschal Mooney: I would like the Minister to clarify what he means in that section.
