- Health (Miscellaneous Provisions) Bill 2010: Second Stage (Resumed) (9 Jun 2010)
Bernard Durkan: At the outset I pay tribute to the generations of medical, surgical and nursing personnel who have served in the health services over the years. They have given a great service, responding above and beyond the call of duty. I served on the Eastern Health Board many years ago and it was a good way to learn about the health services. I suggest similar experience for anyone who hopes to...
- Health (Miscellaneous Provisions) Bill 2010: Second Stage (Resumed) (9 Jun 2010)
Bernard Durkan: I could talk for one hour on this topic, as could everyone else, because we do not get many opportunities to discuss it in this House. The concept of centres of excellence has been much vaunted and tossed around this country in recent times. I do not understand what they mean by this. What is meant by it, but not said, is that major investment will take place in eight centres throughout...
- Health (Miscellaneous Provisions) Bill 2010: Second Stage (Resumed) (9 Jun 2010)
Bernard Durkan: -----the Minister said that when a child is ill, a parent will bring that child anywhere to get treatment. That is not true. The parent will bring that child to the nearest location where the treatment is available. This is because, as Deputy Penrose said, time is of the essence. One does not have time to be fancy footed about the matter at that stage. If the child has an illness that...

- Health (Miscellaneous Provisions) Bill 2010: Second Stage (Resumed) (10 Jun 2010)
Bernard Durkan: As I said last evening, I disagree with the concept set out in the proposal for the selling off and transferring of the assets of St. Luke's Hospital to the HSE. I set out the grounds on which my disagreement rests. I should add that my confidence in the HSE to deliver the health services as set out in its original mission statement has sadly waned, as has the confidence of everyone else in...
- Health (Miscellaneous Provisions) Bill 2010: Second Stage (Resumed) (10 Jun 2010)
Bernard Durkan: What function do Members have if they cannot get straightforward answers to the questions they raise? Refusals by a Minister to address issues raised in the House and the avoidance of ministerial responsibility will bite back later. If it is not dealt with in the first instance, it will be dealt with later when it becomes a scandal and there is an inquiry into it. Will Ministers recognise,...
- Health (Miscellaneous Provisions) Bill 2010: Second Stage (Resumed) (10 Jun 2010)
Bernard Durkan: I am saddened by what is proposed in the Health (Miscellaneous Provisions) Bill. I do not believe anyone could have confidence in the HSE's ability to use and value the facilities and staff of St. Luke's Hospital or be able to continue the work done by the staff and its voluntary support group in the past.
