John McGuinness: We do not have direct authority to find out anything about the private sector. We should have direct authority in the context of general information, to find out, for example, how many protected disclosures arose in Government Departments and agencies in the course of each of the last five years, and how many of those cases were settled without going to court. Is that possible?
