Rose Conway-Walsh: I cannot agree with this proposal. I hear what the Minister is saying but I do not see any reason or justification for taking out the requirement for the approval of the Minister for Public Expenditure and Reform. It is an additional safeguard. It is all right to remove that safeguard while the current Minister, Deputy Harris, is in office, but there might be other Ministers after him.

The purpose and justification for having a higher education authority is that it is a strong authority capable of providing oversight of the sector and acting as an advocate on the sector's behalf. Rose Conway-Walsh: I am still concerned that it is in the Bill. The Minister spoke about taking the wording in isolation but it explicitly states the CEO shall not question or express an opinion on the merits of any new policy of Government or Minister of the Government on the merits of the objectives of the policy. It seems very restrictive and almost dictatorial in that sense.
