Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)

Paul Murphy: That is disingenuous because the Commission has said that the established practice is gone. The witness can try to shift on to a different argument.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)

Paul Murphy: I will ask the third question and then move on. We are not getting clear answers because the witness is attempting to move onto a different ground of argument. The Commission has said that established practice has gone. Let us engage on it. Let us be political because I agree that the Commission is a political body that makes political choices. Is the European Commission in favour of...

(15 Feb 2017)

Paul Murphy: On the privatisation of Allied Irish Banks, is the Minister and the Government at all concerned that in advance of such privatisation AIB may try to offload loans which may end up with vulture funds and the threat that poses to the people who are living in the homes underlying those loans? I refer the Minister to the recent parallel in Limerick whereby the Strand apartments were sold by NAMA...

(15 Feb 2017)

Paul Murphy: And why not. Deputy Pearse Doherty made some points, to which the Minister responded, about the report on Project Eagle to be published tomorrow by the Committee of Public Accounts. Previously the Minister has said that he had full confidence in both NAMA and the Comptroller and Auditor General. The reports are that the Committee of Public Accounts report will strongly back the...

Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Paul Murphy: I welcome the fact that we are going to have a public tribunal of inquiry into this matter. Thanks for that go to Maurice McCabe and the other whistleblowers who must be commended for speaking out in the face of everything that has been thrown at them precisely for speaking out. What will be uncovered is only a glimpse of the dark underbelly of the State and how it can be used in such a way...

Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Paul Murphy: On a point of order, the three separate amendments we submitted are listed as one amendment, namely, amendment No. 2. The first of our amendments was to paragraphs [a] and [b], the second to paragraph [c] and the third to paragraph [d]. We should dispose of them separately.

Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Paul Murphy: It is not a single amendment; that is my point. The three amendments we submitted have been subsumed in amendment No. 2.

Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Paul Murphy: I have with me a copy of the e-mail we sent, which states we "would like to make the following amendments to the motion" and subsequently lists three different amendments. This is important because we would like to have a roll call vote on the amendment on paragraph [c].

Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Paul Murphy: We will press all three amendments.

Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Paul Murphy: Deputy Richard Boyd Barrett moved it because he was asked to move it.

Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Paul Murphy: This is wrong. I accept that we were late submitting the amendments and I do not have a problem with the person who did the work in the office. May I now move the three amendments to paragraphs [a], [b], [c] and [d] and dispose of them in order?

Establishment of a Tribunal of Inquiry: Motion (16 Feb 2017)

Paul Murphy: I object to this because, politically, it suits the Government to link them together.

I would like to read the following into the record:Dear Sir/Madam, Deputies Coppinger, Paul Murphy and Mick Barry would like to make the following amendments to the motion on the establishment of a Tribunal of Inquiry (10.b.) 1 In the 7th paragraph delete the words "to ensure public confidence in An Garda Síochána and" and add the following on...
