John McGuinness: What is Dr. Kierans' view on the case that was mentioned by Michael Clifford? The Department of Public Expenditure and Reform, in a report, cited that case as an example of how positively whistleblowers are dealt with. In the case mentioned, an award was given and that award is now being challenged by the State.
