Michael Harty: As a point of information, the amendments that Deputy Smith referred to were ruled out of order on a technicality because they would create a potential charge on the State. In terms of why amendment No. 13 was deemed acceptable, the Bills Office made the decision and obviously did not have a problem with the amendment. I accept the point made by Deputy Smith.
