Catherine Murphy: I just get the impression - it is not just the OPW - that if this related to somebody who made an error with overpayment of a social welfare payment, there would be an entirely different culture in dealing with that than there is when dealing with forceful entities that have legal people to advise them. There is a different culture with that treatment.
