Seanad: Climate Action and Low Carbon Development Bill 2015: Committee Stage (Resumed) (5 Nov 2015)

Caít Keane: The Leader has said what I was going to say about the need to mention both Houses.

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Second Stage (10 Nov 2015)

Caít Keane: I welcome the Minister of State and congratulate her on bringing this Bill before us. I equate the legislation with the importance of marriage equality. The Bill deals with the most vulnerable group of citizens in this State and outlines how people should be treated down the years. I hope none of us reaches such a stage but everybody, at some stage, may go through this situation. The...

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Second Stage (10 Nov 2015)

Caít Keane: I am not. In terms of the various support stages and categories for decision-making, the Bill needs to clarify legal capacity. I know that health care directives apply equally in the general health and mental health context. Often there is a decision and a line drawn between general health and mental health but both are important. I welcome a review taking place within three years.

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Second Stage (10 Nov 2015)

Caít Keane: Clinical trials have been mentioned. Earlier when I was working in my office I heard the Minister of State mention clinical trials here for people with capacity issues. Serious questions have been raised about the matter which is an issue that she mentioned in her statement as well. I wish to raise a few other matters which I shall convey to the Minister of State later.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Value for Money and Policy Review of the Arts Council: Discussion (10 Nov 2015)

Caít Keane: I welcome the witnesses to today’s meeting. I noted what was said in the value for money report. I was chairperson of the arts facility in South Dublin County Council and I wish to put on record that, as Deputy Mulherin said, local authorities have done as much for the arts in counties as the Arts Council and Ms McBride was the first to recognise that herself. She did say she had to...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Irish Museum of Modern Art: Chairperson Designate (10 Nov 2015)

Caít Keane: I welcome the delegates and congratulate Mr. Harvey on his appointment, even though he not supposed to be officially appointed until this committee ratifies the appointment. I note that it is stated in his submission that he was a member of and has very relevant experience in boards such as the National Library of Ireland, especially of fundraising for the People in Need Trust, which...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Irish Museum of Modern Art: Chairperson Designate (10 Nov 2015)

Caít Keane: Although it was a while ago, he is no stranger to us. He has varied experience and his name pops up now and again in the media. Therefore, he is not unknown to us, as others would be. That itself is not bad when one has the experience he possesses. I congratulate him on his input to date which I hope he will continue on the board of the IMMA.

Seanad: Order of Business (11 Nov 2015)

Caít Keane: I agree with Senator Craughwell's remarks in respect of the practice around closure of businesses, as in the case of Clerys, a debate on which practice was also called for yesterday by Senator Norris. On the proposed debate on housing, it is important to reference some of the positive initiatives announced yesterday in the context of housing. Unlike in every other country in Europe our...

Seanad: Order of Business (11 Nov 2015)

Caít Keane: Incentivisation of the market.

Seanad: Financial Emergency Measures in the Public Interest Bill 2015: Second Stage (24 Nov 2015)

Caít Keane: I welcome the Minister to the House. It is a good day for the House in that we are unwinding some of the measures that had to be brought in. We are unwinding them as and when we can and we are cutting our cloth according to what we can afford. This Bill will give legislative effect to the Lansdowne Road agreement. The agreement has been ratified by most, but not all, of the unions. I...

Seanad: Financial Emergency Measures in the Public Interest Bill 2015: Second Stage (24 Nov 2015)

Caít Keane: The Minister said the Bill gives something back to all. Senator Norris referred to Senators and so on but I would like to mention local authority members. In 2011, changes were made to how they were treated. I acknowledge this comes under the remit of the Minister for Social Protection but the Minister should meet with her and the Minister for the Environment, Community and Local...

Seanad: Financial Emergency Measures in the Public Interest Bill 2015: Second Stage (24 Nov 2015)

Caít Keane: From January 2011, they were treated differently but they are public office holders. It is fine to have public servants such as us, Ministers, taoisigh, judges and presidents subject to this legislation, but a councillor earns €16,000 and has €663 taken out of it.

Seanad: Financial Emergency Measures in the Public Interest Bill 2015: Second Stage (24 Nov 2015)

Caít Keane: I would ask the relevant Ministers to put their heads together. All Senators working on this as a collective body because we represent councillors. They get nothing out of the 4% they pay in PRSI. Many of them have to take on the role of councillor full time given the huge workload. They are dependent on alternative employment and they have gaps in their pensions. In giving "something...

Seanad: Financial Emergency Measures in the Public Interest Bill 2015: Second Stage (24 Nov 2015)

Caít Keane: Not every Bill. The Senator should take that back.

Seanad: Residential Tenancies (Amendment) (No. 2) Bill 2012: Report and Final Stages (24 Nov 2015)

Caít Keane: Like Senator Hayden, I welcome the visitors to the Visitors Gallery. All the amendments were discussed at length on Committee Stage. I compliment Senator Hayden, as chair of Threshold, who has fought the good fight for the rental sector in general. I welcome in particular all the various amendments we have dealt with at length on Committee Stage and which will make improvements for the...

Seanad: Residential Tenancies (Amendment) (No. 2) Bill 2012: Report and Final Stages (24 Nov 2015)

Caít Keane: Tomorrow at 10.30 a.m.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Review of Estimates for Public Services 2015
Vote 34 - Department of the Environment, Community and Local Government
(24 Nov 2015)

Caít Keane: I welcome and thank the Minister and the Ministers of State. With regard to actual measurement of performance, it must be asked if it is up to us, as legislators, to draw up the measurements to be used? When one looks at performance Europe-wide, Ireland does not rate well. However, if Ireland was to be rated on its performance since 2010, the performance level would read very...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Review of Estimates for Public Services 2015
Vote 34 - Department of the Environment, Community and Local Government
(24 Nov 2015)

Caít Keane: No, because it was mentioned that the new powers devolved-----

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Review of Estimates for Public Services 2015
Vote 34 - Department of the Environment, Community and Local Government
(24 Nov 2015)

Caít Keane: It was written down in the book at which the Minister would look and a committee was to be set up to look at further devolution of functions to local authorities. I would like to see that happen. I understand there is a problem with some rural group water schemes where the funding is not being made available for them. I would appreciate comment from the Minister on that. It is a problem...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Review of Estimates for Public Services 2015
Vote 34 - Department of the Environment, Community and Local Government
(24 Nov 2015)

Caít Keane: I understand the priority which the Minister gives the issue.
