Charles Flanagan: I agree with what the Minister has said. It is essential to have a provision for the debtor to apply to pay by instalment. That is a matter that will be adjudicated upon by the court, having regard to the circumstances. In view of what the Minister has said, it makes my amendment No. 57 redundant.
