Seanad: Order of Business (19 Nov 2008)

Paul Coghlan: A quite exemplary character.

Seanad: Order of Business (19 Nov 2008)

Paul Coghlan: Hear, hear.

Seanad: Order of Business (26 Nov 2008)

Paul Coghlan: I second the amendment to the Order of Business proposed by Senator Fitzgerald, that we have a debate on the economy with the Minister for Finance present. We also need a debate on public sector reform, which I believe it has been indicated will be granted. We had a resignation and the right action has been taken in light of the circumstances but the question arises on the corporate...

Seanad: Charities Bill 2007: Second Stage (26 Nov 2008)

Paul Coghlan: I welcome the Minister of State to the House and thank him for being present to take this Bill, which, in general, I welcome. I will not delay the Minister of State or the House in making my contribution. I know the Minister of State is an open and fair-minded person. I know how he deals with bodies and have seen him in action. I have only one plea to make to him, namely, that sports...

Seanad: Order of Business (27 Nov 2008)

Paul Coghlan: The proper recapitalisation of the banks is critical to the future success of the economy, as has been stated by two other Senators this morning. The suggestion made public last night by the Irish Association of Investment Managers that the recapitalisation of the banks should be through funds managed by their own subsidiaries smacks of a classic conflict and the Minister would need to be...

Seanad: Order of Business (2 Dec 2008)

Paul Coghlan: I agree with Senator Daly, the Government has forgotten and neglected the situation in Kenmare. Years ago I raised that matter in this House on the Adjournment and received what I believed was a commitment, but, as everybody knows, nothing has happened since.

Seanad: Order of Business (2 Dec 2008)

Paul Coghlan: Of course. I agree with Senator Fitzgerald's call for a debate on the public sector reform report which has been published. It should be coupled with Senator O'Toole's call regarding education and the need for front-line staff to be protected. Public sector reform must not be about removing the vital people of whom we have insufficient numbers in so many vital areas on the front line, it...

Seanad: Order of Business (2 Dec 2008)

Paul Coghlan: Senator O'Toole is correct, we will have to challenge tomorrow and on succeeding days if we are not allowed to debate that matter. Senators O'Toole and Alex White made very interesting points on the recapitalisation of the banks. I accept that will not be enough in itself, but it would begin to rebuilt confidence. We want to see Irish-owned and Irish-run institutions. That will give us...

Seanad: Order of Business (2 Dec 2008)

Paul Coghlan: I always respect the Cathaoirleach's ruling more than most in this House, but we want to keep choice and competition. Will the Government consider some SSIA-type system to allow investors, through Irish-managed investment vehicles, to get involved? I am sure many vehicles are waiting in the wings.

Seanad: FÁS: Statements (2 Dec 2008)

Paul Coghlan: I am sure the Senator did an excellent job for it.

Seanad: FÁS: Statements (2 Dec 2008)

Paul Coghlan: The Senator always exercised the utmost care and caution.

Seanad: FÁS: Statements (2 Dec 2008)

Paul Coghlan: I welcome the Minister of State to the House and wish him well in his role. Any Minister or Minister of State whose portfolio includes FÁS is in a difficult berth. I look forward to hearing his response to the debate — I heard his opening statement. I welcome many of the wonderful initiatives which FÁS introduced and I pay due credit to it for everything it has done with regard to...

Seanad: Order of Business (3 Dec 2008)

Paul Coghlan: It is a joke.

Seanad: Order of Business (3 Dec 2008)

Paul Coghlan: Along with Senator Joe O'Toole and Senator Mark Daly, I, too, welcome the Government's U-turn in regard to Valentia and Malin Head because——

Seanad: Order of Business (3 Dec 2008)

Paul Coghlan: The Leader knows I never mean to be political. It was the only realistic and sensible decision that could have been reached because we all had recognised that Valentia and Malin Head had functioned successfully and both had such a wonderful history of service to their areas, the seafarers and everyone else. They had the people with the expertise. I could never understand, and I expressed...

Seanad: Order of Business (3 Dec 2008)

Paul Coghlan: No, but a Chathaoirligh——

Seanad: Order of Business (3 Dec 2008)

Paul Coghlan: A Chathaoirligh, like your good self, I am just taking a leaf out of your book because you were always fair——

Seanad: Order of Business (3 Dec 2008)

Paul Coghlan: I recognise your independence. You were always fair and balanced, and that is all I am trying to be as well.

Seanad: Order of Business (3 Dec 2008)

Paul Coghlan: The Leader would appreciate that too. On another issue, I strongly support the remarks of Senator Fitzgerald. There is a sufficient number of eminent people — well-trained and well-versed civil servants — in every Department to ensure the necessary cutbacks are made. That is not to disrespect all the eminent people mentioned who will be on the new board known as "an bord snip nua". We...

Seanad: Order of Business (4 Dec 2008)

Paul Coghlan: I support Senator Bradford's remarks on unemployment and the need for a debate on the matter. With regard to the revised Order of Business, we can only reluctantly accept it, with the utmost respect, because it is totally at variance with normal practice. Surely a day's business can only be relevant to that day and something cannot be done in advance.
