Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: Unfortunately, I missed the start of the meeting, because I had other business. I thank the Minister of State for coming in. I acknowledge that this is not his portfolio. It is disappointing that the Minister or the Minister of State from the Department of the Environment, Climate and Communications is not here, because there are many specific questions that will need to be answered. I...

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: My understanding is that if the Government is saying that it will be 500,000 B2-equivalent homes, potentially, 700,000 or 1 million homes would give one the same emissions savings as 500,000 B2 homes. Is that correct? Am I reading that correctly? The programme for Government, however, specifically stated 500,000 homes that were at B2 level.

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: With regard to the one-stop shop and the underspend, is €40 million being reallocated from retrofitting programmes under the one-stop shop, as part of these Estimates? Is that correct?

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: How has there been an underspend on the one-stop shop? What is the reason for that?

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: My understanding is that those supply-chain issues are still problematic. Is it not the case that there will still be issues for the one-stop shops which will probably go on into 2023? Is there still a risk that those supply-chain issues will be in place and the one-stop shops will not be able to meet their targets next year, either?

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: I do not know if I had my statements correct during the debate in the Dáil when I said that there was a 450 MW additional electricity generation and that there had also previously been emergency generation of approximately 200 MW from the CRU, that had been procured. Is that correct? What was the cost of that? If this 450 MW will cost approximately €350 million, how much did...

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: I raised it in the debate and asked the Minister to follow up, but I have not received a response. The fact that we are now having this discussion on Estimates where the primary focus of it is to allocate this money and the fact that the Department is not coming in with the answers to these questions that have already been asked of the Minister in the previous debate is not acceptable. It...

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: One would imagine it would be €20.

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: We are talking about approximately €60, which will completely offset the reductions in the public service obligation, PSO, figure. The 450 MW figure is just the start. The CRU has identified it could potentially be 700 MW. I can see someone shaking their head but it will be that, if the other measures are not in place as set out in its policy. If they are not implemented, we could...

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2022
Vote 29 - Environment, Climate and Communications (Supplementary)
(12 Jul 2022)

Jennifer Whitmore: It seems that the Government is taking with one hand and giving with the other and that people will still be left disadvantaged by a lack of planning when it comes to energy demand.

Joint Oireachtas Committee on Climate Action: Energy Supply and Security: Discussion (30 Aug 2022)

Jennifer Whitmore: My first questions are for the Minister and then I will turn to the CRU and EirGrid. When does the Minister anticipate that the review being conducted by Mr. McCarthy will be submitted to him? Will he make the report publicly available? On prices, the Minister said we are seeing unprecedented increases in bills and in energy poverty rates. However, we are also seeing unprecedented...

Joint Oireachtas Committee on Climate Action: Energy Supply and Security: Discussion (30 Aug 2022)

Jennifer Whitmore: Those measures - the optimisation of the batteries and demand-side management response - are being looked at for around 200 MW. That 200 MW was mentioned at the start of the CRU's submission.

Joint Oireachtas Committee on Climate Action: Energy Supply and Security: Discussion (30 Aug 2022)

Jennifer Whitmore: Then it is over to EirGrid on whether that 200 MW will be sufficient to make up for the gap between supply and demand we will see this winter.

Joint Oireachtas Committee on Climate Action: Energy Supply and Security: Discussion (30 Aug 2022)

Jennifer Whitmore: Those measures will not make any difference now.

Joint Oireachtas Committee on Climate Action: Energy Supply and Security: Discussion (30 Aug 2022)

Jennifer Whitmore: I know. Our time is very limited. What is the gap between supply and demand for this winter?
