- Written Answers — Department of Health: Health Services Staff (3 Mar 2022)
Ruairí Ó Murchú: 335. To ask the Minister for Health when the national pilot to establish the efficacy of the assistant psychologist grade as a paid grade will be completed; if the report will be published; and the expected timeframe for publication. [12211/22]
- Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)
Ruairí Ó Murchú: I thank all the witnesses. I think there will be general consensus and agreement regarding the fact that we want our roads to be as safe as possible. Mr. Waide said that it is not so much about being fair to motorists when we are talking about towns. Rather it is about ensuring people are able to involve themselves in active travel. I always find that in this State, to some degree, we...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)
Ruairí Ó Murchú: That is obviously huge. I will go around the entirety of the huge piece of work that the working group would need to look at. I am going to throw something out there that may be somewhat tangential. At this stage it is not just an issue with urban roads, it is an issue also within housing estates. Any member who was ever a councillor will know that one must go through an elongated...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)
Ruairí Ó Murchú: It is not about the RSA having responsibility for this; it is more about whether it has been looked at. Obviously, a lot of constituents would state that it is an issue.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)
Ruairí Ó Murchú: The RSA representatives have spoken about the countries that have introduced the 30 km/h changes. Over a period of time has there been any element of work done in seeing whether there was an acceptance of this and what the story was in relation to enforcement? I accept that this can differ from country to country.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)
Ruairí Ó Murchú: Did they have to put speed vans on every corner or anything like that?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)
Ruairí Ó Murchú: I refer again to the example of Dundalk, where an element of this happened. Many of us who were councillors at the time had difficulties in relation to it and thought that there would be problems with clogging and so on. I am not saying that there have not been issues, but they were not the issues that we thought. It was not Armageddon.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)
Ruairí Ó Murchú: There is a moral argument about school gates. One can look at Louth or any other county. I will use the example of Sheelagh school in north County Louth. There have been attempts to have speed-limiting ramps or such installed, or to have the speed limit changed. The difficulty is that it is a rural road. It is along the road from a junction with a relatively major arterial route. If it...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)
Ruairí Ó Murchú: I understand Mr. Waide's argument that we should start from a moral point of view. This makes complete sense from the point of view of children's safety. We could just make it happen and work with the current rules. It means that parents and schools will not have obstacles thrown in their way. I realise that my questions were all for Mr. Waide. Do any other witnesses wish to speak?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Urban Area Speed Limits and Road Safety Strategy: Discussion (1 Mar 2022)
Ruairí Ó Murchú: Cultural transformation is possible, which is the big thing here. Active travel will allow for a greater amount of public transport. We can also deal with the issue of e-scooters, e-bikes etc. I noticed commentary online a second ago. When I spoke about the time-limited speed limits around schools, I was speaking as a devil's advocate. Sometimes, planners do not necessarily want limits...
- Ceisteanna - Questions: Taoiseach's Meetings and Engagements (8 Mar 2022)
Ruairí Ó Murchú: 12. To ask the Taoiseach if he will report on his meeting with the German Chancellor. [12798/22]
- Ceisteanna - Questions: Taoiseach's Meetings and Engagements (8 Mar 2022)
Ruairí Ó Murchú: The situation has obviously got worse since these questions were tabled. Some of us met the Ukrainian ambassador earlier. She is calling for the Russian ambassador here to be given his marching orders and, beyond that, to cut off seaports and such to the Russians. This creates difficulties, particularly for Germany. What conversations have there been in that regard at EU level? I also...
- Ceisteanna Eile - Other Questions: Apprenticeship Programmes (8 Mar 2022)
Ruairí Ó Murchú: 55. To ask the Minister for Education and Skills if he will report on the low number of apprentices that became fully qualified tradespersons in 2021; his plans for the apprenticeship system given the demands to deliver on housing, retrofitting and other infrastructure needs; and if he will make a statement on the matter. [12800/22]
- Ceisteanna Eile - Other Questions: Apprenticeship Programmes (8 Mar 2022)
Ruairí Ó Murchú: Will the Minister report on the low number of apprentices that became fully qualified tradespersons in 2021, the plans for the apprenticeship system and the demands to deliver on housing, retrofitting and other infrastructure? Perhaps he could speak to needs beyond that. Will he detail the dealings of his Department, the Department of Enterprise, Trade and Employment and the regional skills...
- Ceisteanna Eile - Other Questions: Apprenticeship Programmes (8 Mar 2022)
Ruairí Ó Murchú: I suppose the question is whether we have the throughput we will require into the future to provide us with the needs we have. We are talking about building and retrofitting and beyond that we have been talking specifically about work on renewable energy etc. Even beyond that we are looking at apprenticeships in non-traditional and non-craft training, even taking in training that might...
- Ceisteanna Eile - Other Questions: Apprenticeship Programmes (8 Mar 2022)
Ruairí Ó Murchú: I appreciate the answers from the Minister and in fairness, I probably threw enough down that it would have taken him another ten minutes to go through everything individually. I request a wee bit of leeway, as I am sure many of us have been asked questions about moves that will be made to facilitate people coming from Ukraine. The Minister is on the record speaking about this. I am...
- Ceisteanna - Questions: Departmental Policies (9 Mar 2022)
Ruairí Ó Murchú: 7. To ask the Taoiseach if he will report on the well-being framework for Ireland overseen by his Department. [12799/22]
- Proposal for a Council Decision on Hate Speech and Hate Crime: Motion (9 Mar 2022)
Ruairí Ó Murchú: I agree with much of what has been said and we need a legal framework to deal with the idea of hate crime and hate speech. We support this motion and there is a need for a significant amount of due diligence to be done so we can get a system that is fit for purpose. We all agree there are major issues when it comes to hate crime and hate speech and we see them far too often in society....
