Paul Connaughton: Does that not raise a great deal of concern? In his opening statement, Mr. O'Brien mentioned a look-back at these cases. Surely this should be done on a country-wide basis, considering the people who are involved are extremely vulnerable. There has been no look-back country-wide.

Paul Connaughton: If Mr. O'Brien considered what the whistleblowers have said up to now, there may be other whistleblowers out there saying to themselves that they will not come forward if those two staff feel this way about it. Let us not forget, we are talking about vulnerable persons.
