Paddy Burke: Is this the same where a person who is an employee has a grievance, perhaps someone who was dismissed from work? Is this also the case? Judge Peter Kelly said today one has to be either very rich or very poor to have redress in the courts. Must people take a case before the State Claims Agency knows anything about it? Mr. Breen has put a lot of emphasis on mediation.

Paddy Burke: What Mr. Breen is saying is that people can go straight to the State Claims Agency rather than going to the HSE to settle a case. Is this what he is saying? Is he saying that a person with a grievance with the HSE can go straight to the State Claims Agency rather than going through the HSE?

Paddy Burke: It is 12 years since the regulations to which Professor Lane referred were breached. That was in 2006 but Ms Rowland is telling us that the investigation is still ongoing. Nobody has lost his or her job yet over those breaches.
