- Committee on Public Petitions: Consideration of Public Petitions Received (15 Sep 2022)
Martin Browne: We have 12 petitions for consideration. Petition No. 2 of 2022, "Homelessness is a Cancer ... blocked-up houses are not a cure", is from Mr. Eamon Broughan. The committee recommends that the response on behalf of the Minister for Housing, Local Government and Heritage be sent to the petitioner for comment within 14 days; that the response on behalf of the Minister for Housing, Local...
- Committee on Public Petitions: Consideration of Public Petitions Received (15 Sep 2022)
Martin Browne: I agree that the amount of work done by the secretariat in dealing with these petitions is astronomical. I thank the clerk, Ms Maggie Semple, and all of the staff of the secretariat for their efforts. Petition No. 36 of 2022 regarding the reopening of emergency departments at Ennis, Nenagh and St. John's Hospital, Limerick, is from Ms. Noeleen Moran. The committee recommends that the...
- Committee on Public Petitions: Consideration of Public Petitions Received (15 Sep 2022)
Martin Browne: We will have to check whether the Joint Committee on Health has any plans to address this issue. If not, I am happy to accept Deputy Quinlivan's suggestion that we invite the Minister before this committee. It was only a matter of time before a petition such as this one came before this committee or the Oireachtas Joint Committee on Health. I thank the petitioners for submitting it because...
- Committee on Public Petitions: Consideration of Public Petitions Received (15 Sep 2022)
Martin Browne: We need to find out if the health committee intends to deal with it. We do not want both committees dealing with the same issue at the same time. If the health committee is not going to deal with it, I will back the Deputy's call that we invite the Minister before us.
- Committee on Public Petitions: Consideration of Public Petitions Received (15 Sep 2022)
Martin Browne: Is that agreed? Agreed. Petition No. 37 regarding the introduction of a procedure for recalling Members of the European Parliament, MEPs, is from Mr. Maksym Ignatenko. The committee recommends that the petitioner be advised that the petition cannot be progressed because MEPs are protected by privilege, that the relevant information on privilege and the code of conduct for MEPs be forwarded...
- Committee on Public Petitions: Business of Joint Committee
Consideration of Public Petition on Saving the Services of the Owenacurra Centre in Cork: Discussion (Resumed) (15 Sep 2022) Martin Browne: I will read the first couple of words again - "ro successfully live in their chosen community". The HSE is not giving them that option at Owenacurra Centre - and not just at Owenacurra Centre, because we have been involved with St. Brigid's Hospital, in Carrick-on-Suir. How many other centres like Owenacurra Centre and St. Brigid's Hospital has the HSE earmarked to close down? It just...
- Written Answers — Department of Housing, Planning, and Local Government: Wastewater Treatment (20 Sep 2022)
Martin Browne: 274. To ask the Minister for Housing, Planning, and Local Government if the examination of the alignment and EPA certificate of authorisation of a number of small-scale waste water treatment plants servicing small local authority housing estates, including Rocksprings in Kilross, has been completed; and if not, if a date for its completion and publication is envisaged. [45797/22]
- Energy Security: Motion [Private Members] (21 Sep 2022)
Martin Browne: I also thank the Rural Independent Group for the opportunity to speak. The various motions that have been put before the Dáil since we returned suggest the Government cannot lead when it comes to the current energy crisis. It shows no foresight and has no comprehension of how to do right for the people. I followed the debate in my office before coming to the Chamber. Looking at...
- Written Answers — Department of Education and Skills: School Funding (21 Sep 2022)
Martin Browne: 66. To ask the Minister for Education and Skills if her attention has been drawn to a matter (details supplied); and the measures being taken to ensure that schools are prepared for rising running costs this year. [46052/22]
- Online Safety and Media Regulation Bill 2022: Second Stage (Resumed) (22 Sep 2022)
Martin Browne: I thank the Minister for introducing the Bill. In recent years, the self-regulation of online media has not worked. Social media operators have always tried to present their obligations as being subject to levels of oversight and standards different from those that apply to traditional media. This has led to regulation that is difficult to enforce and allowed them to shirk responsibility....
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: We had requested that two large-scale aquaculture producers, Mr. Paul Barlow and Mr. Gerard Kelly, come before the committee. Maybe it could be tied in with the same meeting.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: I, too, thank the three IFA members for coming here. We have heard about 2,000 direct jobs and 16,000 indirect jobs, and that there is the potential for those numbers to grow. Those jobs would be a huge contributor to the economy. Let us consider the figures presented for 2012 to 2023 and tonnage was predicted to increase up to 81,000 tonnes. We have finished up with 29,000 tonnes so...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: Can I ask a question and get the answer when we resume?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: Will other countries pick up the shortfall that this country is not getting and will somebody profit from the losses? I ask that especially when one considers that Ireland now is the most significant aquaculture producer in the EU since England left due to Brexit. Does the extent of the fault lie at home or at an EU level? I will ask a few more questions when we resume.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: I knew the Acting Chairman would. The last element of my question was where the fault lies and whether it was at home or at EU level. Ms Morrissey has made it clear that most of the problems are in Ireland with the regulations. I asked whether other countries were benefiting from what is going on and whether they could be named. What is the solution? The Acting Chairman seemed surprised...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: That has been created here.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: It is crazy when you think of the money that can be generated from a sector. I have two further questions. Recommendation 4 in the submission states that aquaculture priorities are not properly aligned with EU regulations and this needs reform. Are the witnesses telling the committee that the IFA is not included in negotiations or discussions before the regulations and directives impacting...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: The witnesses spoke earlier about the alignment and coherence of aquaculture objectives with EU environmental regulations. They have also called for sector-by-sector assessments to measure their compatibility. Could they give example of where that compatibility either does not exist or has not been assessed at all?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: Reference was made earlier to the alignment and coherence of aquaculture objectives with EU environmental regulations and directives as a key challenge.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Industry: Discussion (21 Sep 2022)
Martin Browne: I thank Ms Morrissey.
