John Dardis: It is like St. Augustine saying, "Lord make me pure, but not just yet."

John Dardis: On a point of order, we are on amendment No. 3 but the arguments being used are exactly the same as those used on amendments Nos. 1 and 2. I do not understand why we cannot group the amendments.
- Seanad: Local Government Bill 2003: Report and Final Stages. (25 Mar 2003)
John Dardis: We will make it a point of order. The point of order is whether we can establish the relevance of the arguments to the amendment.
- Seanad: Local Government Bill 2003: Report and Final Stages. (25 Mar 2003)
John Dardis: On a point of order, the amendment seeks to substitute one date for another. Can somebody please advise me on the relevance of this discussion to the amendment?
- Seanad: Local Government Bill 2003: Report and Final Stages. (25 Mar 2003)
John Dardis: That has nothing to do with the amendment.
- Seanad: Local Government Bill 2003: Report and Final Stages. (25 Mar 2003)
John Dardis: I thank the Minister for bringing forward this positive amendment. It reflects what was stated during the debate on Second Stage and subsequently. It is a fundamental and positive change to the Bill. I note that the word "regulations" has replaced the word "guidelines" in the original Bill. There is obviously a much greater force to a regulation than there would be to a guidelineâ
- Seanad: Local Government Bill 2003: Report and Final Stages. (25 Mar 2003)
John Dardis: Yes. I welcome the inclusion of "minutes" in subsection (3)(a). Subsection (3)(b) refers to the supply by local authorities of other specified documentation or other specified information. I assume that is as specified by the Minister in the regulations.
- Seanad: Local Government Bill 2003: Report and Final Stages. (25 Mar 2003)
John Dardis: I note that the Minister agrees with that point of view and that is important. It is unrealistic to expect that there would be a Chinese wall between the local authority and the Member of the Oireachtas. - Seanad: Order of Business. (26 Mar 2003)
John Dardis: It strikes me that some of the contributions to the Seanad have a far more detrimental effect on the forest than the two cover pages of the Order Paper. Members might reflect on that. It also appears to me that the Minister for Finance spends as much time in this House as some of the Senators. When he does attend, he also talks more sense.
- Seanad: Order of Business. (26 Mar 2003)
John Dardis: The situation in Iraq should be kept under review by the House. The Leader indicated that yesterday. It is a cliché to say that truth is the first casualty in war. Propaganda from this House would be just as useless as it is from any other quarter. It might be useful if a debate on the Iraq crisis concentrated on what we can do as a country. I welcome the Government's allocation of â¬5...

- Seanad: Order of Business. (27 Mar 2003)
John Dardis: I do not think I accused the Senator of anything. All I am saying is that propaganda from whatever source is not helpful. It is important that there is no ambiguity as to the attitude of this side of the House to the predicament of Senator Higgins or the protection of the privilege of Members. This has already been affirmed by the Committee on Procedure and Privileges of both Houses....
