Seanad: European Presidency: Statements. (29 Jan 2004)

Seanad: European Presidency: Statements. (29 Jan 2004)

Maurice Cummins: I wish the Taoiseach a very sincere welcome to the House. We very much respect the fact that he is briefing us. I have studied the documentation provided. It outlines a very comprehensive programme for the six months of the Presidency. With ten accession countries joining on 1 May, this is an historic time for this country and for the European Union. We will celebrate that nationally on the...

Seanad: Order of Business. (11 Feb 2004)

Maurice Cummins: Another so-called puppy farm was discovered last week in the midlands, where dogs were found in absolutely appalling conditions. Will the Leader ask the Minister for the Environment, Heritage and Local Government when he intends to introduce proper legislation to regulate the size of cages that dogs are kept in, and the minimum hygiene and environmental conditions that dog breeders should be...

Seanad: Electronic Voting: Statements. (11 Feb 2004)

Maurice Cummins: Governments and Departments list their priorities at election time. It amazes me, however, that the Department of the Environment, Heritage and Local Government put electronic voting as one of its priorities, when 50,000 people are on the housing waiting lists over which the Minister of State presides. In addition, many hundreds of people are homeless. The €40 million that is being spent on...

Seanad: Electronic Voting: Statements. (11 Feb 2004)

Maurice Cummins: Can we be assured that this type of bias towards Fianna Fáil will cease immediately? We should have all-party support for electronic voting but the Government has gone about it in the wrong manner. We want answers to the questions that have been posed to ensure public confidence in electronic voting. We do not want to be negative on this issue. We support the introduction of new technology,...

Seanad: Electronic Voting: Statements. (11 Feb 2004)

Maurice Cummins: What about the PR companies appointed by the Minister?

Seanad: Civil Registration Bill 2003: Second Stage. (11 Feb 2004)

Maurice Cummins: I welcome the Minister, Deputy Coughlan, to the House and I thank her for introducing this Bill, which my party broadly supports. Fine Gael welcomes any attempt to modernise the recording of births, marriages, deaths and other events which are of paramount importance in most people's lives. It is important that the Bill recognises events such as annulments and divorces, which were not...

Seanad: Civil Registration Bill 2003: Committee Stage. (18 Feb 2004)

Maurice Cummins: I move amendment No. 1: In page 7, subsection (2), line 23, to delete "shall come" and substitute "comes". This is a technical amendment which improves the text. I trust the Minister will accept it.

Seanad: Civil Registration Bill 2003: Committee Stage. (18 Feb 2004)

Maurice Cummins: I referred to this issue on Second Stage and I do not wish to repeat what my colleague, Senator Brian Hayes, said. It will be a missed opportunity if we do not act now. The Bill is an opportunity to set up a register of guardianship. I firmly believe it should be done now and I hope the Minister will accede to our request.

Seanad: Civil Registration Bill 2003: Committee Stage. (18 Feb 2004)

Maurice Cummins: He might be lucky.

Seanad: Civil Registration Bill 2003: Committee Stage. (18 Feb 2004)

Maurice Cummins: I support this amendment. The body should be established on a statutory basis because advisory bodies can be ignored and statutory authorities lead to greater accountability. People may feel an advisory body exists for consultation alone and that there is no obligation to take the advice it offers. The Minister should consider establishing a statutory body to deal with the matter.

Seanad: Civil Registration Bill 2003: Committee Stage. (18 Feb 2004)

Maurice Cummins: I move amendment No. 9: In page 21, before section 20, to insert the following new section: 20.—Parents may opt to have the birth details of their child recorded in the Irish language and may opt to have a birth certificate issued in the Irish language.". This would be a simple request, that parents should have the option to have details of their child registered in the Irish language. They...

Seanad: Civil Registration Bill 2003: Committee Stage. (18 Feb 2004)

Maurice Cummins: I listened carefully to what the Minister had to say. She should not cite technical problems as a reason for not accepting the amendment which does not require her to do anything exceptional. This problem can be overcome by technology. It is unacceptable to say that to do so is technically impossible. Is the Minister accepting the amendment?

Seanad: Civil Registration Bill 2003: Committee Stage. (18 Feb 2004)

Maurice Cummins: Unfortunately it is the other 7% or 9% about which we must be concerned.

Seanad: Civil Registration Bill 2003: Committee Stage. (18 Feb 2004)

Maurice Cummins: I support this amendment. We have accepted the provision on the place of birth and the date of birth should also be included for the reasons outlined by Senator Brian Hayes. It should not pose a major difficulty. I hope the Minister accepts the amendment.

Seanad: Civil Registration Bill 2003: Committee Stage. (18 Feb 2004)

Maurice Cummins: I move amendment No. 24: In page 37, subsection (1), lines 23 to 29, to delete paragraph (b) and substitute the following: "(b) attend at the office of that registrar, or at any other convenient place specified by that registrar, including an Embassy or Consulate of the State, at any time during normal business hours—— (i) not less than 5 days (or such lesser number of days as may be...
