Noel Coonan: I support the amendment. Veterinary Ireland pointed out clearly that it wanted this amendment included in the Bill. It comprises professional people who know what they want and they should be accommodated.

Noel Coonan: I move amendment No. 46: In page 37, between lines 28 and 29, to insert the following new subsection: "(12) For the avoidance of doubt, a person who is registered under this section shall not carry out on an animal a treatment or procedure or administer an animal remedy, save in the course of a Class A disease eradication programme.". I accept this amendment was already discussed in part.

Noel Coonan: Amendment No. 46 is different. It is a specific amendment on this issue. If the Minister introduces limited registration, what will happen to those people when the pandemic is over? How will they survive? The danger of introducing limited registration is that those people can continue to operate. I tabled the amendment to define what they can and cannot do.

Noel Coonan: I welcome what the Minister and Senator McCarthy have said. I am a little perplexed because I am amazed at the standards in Cork and Donegal. For more than 20 years, student vets have been attending in our area with the veterinary surgeon and taking part on a practical basis. I hope they would not have done anything illegal.

Noel Coonan: I thank the Minister for providing clarification. Will she further clarify the situation in respect of non-registered persons? Senator McCarthy referred to this but, to be more specific, routine procedures are being carried out by farmers or their employees. I refer here to matters such as hoof paring or skulling and I will not upset the Minister by describing them.

Noel Coonan: I withdraw amendment No. 103. I compliment the Minister on giving due recognition to the veterinary nursing profession in the Bill. The important words in amendment No. 99 are "while assisting and in the presence of a veterinary practitioner" and, second, "under the direction of a veterinary practitioner". There is another set of operations or procedures that a veterinary nurse may carry out....

Noel Coonan: The Minister has clarified most of the issues in respect of veterinary nurses and this is to be welcomed. She referred to animal husbandry. A farmer who looks after his animals regards them as his first concern. Must he or she engage a vet or could he engage a veterinary nurse in certain situations? Could a farmer engage a nurse when a vet is not available if it is a case of animal welfare?
