Paul Coghlan: I want to be associated with the words of thanks to the Minister of State and his staff with regard to the Bill. I am glad Senator Leyden is happy about everything again because at the outset I thought there was a bit of internal opposition on the Government side of the House. It appears, however, that matters have been worked out by the Senator and the Leader.

Paul Coghlan: I move amendment No. 40: In page 22, subsection (1), line 17, to delete "may, at any time" and substitute "shall periodically". This subsection seems reasonable on first reading but it would be better if reviews took place at regular periods rather than at any time, which may mean regularly or not at all.
