Committee on Infrastructure and National Development Plan Delivery: Business of Joint Committee (25 Jun 2025)

John Clendennen: I will pick up on that point. There were a number of requests made by the committee for formal documents, reports or actions. The Chair spoke about the urgency that is needed of the committee. As a symbol of what the committee means in terms of our intentions and urgency, we should set a deadline of a week, that if we meet on Wednesday, we meet on the following Wednesday. Here we are now...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Provision (1 Jul 2025)

John Clendennen: Is the Department undertaking a review of utility infrastructure deficits in rural towns and villages and on how such deficits are currently limiting delivery of rural housing? Will the Minister make a statement on that?

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Provision (1 Jul 2025)

John Clendennen: I appreciate the reply but I want to give an example of a rural town in my area. Edenderry has a population of 8,000 and is within commuting distance of Dublin. Towns within its environs have grown, yet there will be no development from Uisce Éireann there until 2029. There is a key issue whereby theory and practice are not aligned. Offaly County Council referred to the delivery of...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Housing Provision (1 Jul 2025)

John Clendennen: I welcome the developer-led initiative, but a viability element has to be taken into consideration. Where developers are expected to provide an interim measure, Uisce Éireann has to engage and liaise with them to ensure that it remains economically viable for them to do so. The Uisce Éireann website is not developer friendly. The capacity register on the website provides an...

Committee on Infrastructure and National Development Plan Delivery: Business of Joint Committee (25 Jun 2025)

John Clendennen: Absolutely.

Committee on Infrastructure and National Development Plan Delivery: Business of Joint Committee (25 Jun 2025)

John Clendennen: We find ourselves in a situation where perfection is getting in the way of progress and, as a result, we are delivering nothing.

Committee on Infrastructure and National Development Plan Delivery: Business of Joint Committee (25 Jun 2025)

John Clendennen: The lack of urgency is seriously telling.

Committee on Infrastructure and National Development Plan Delivery: IBEC Report on Infrastructure Ambition for a Competitive, Productive and Resilient Economy: Discussion (25 Jun 2025)

John Clendennen: I thank the witnesses for the presentation. In the interest of time, we might have a back-and-forth. Does the timeline for delivery – 294 days, which is at the bottom of the league table – have an impact on private infrastructure development? How is it being perceived in international markets in terms of investment funds?

Committee on Infrastructure and National Development Plan Delivery: IBEC Report on Infrastructure Ambition for a Competitive, Productive and Resilient Economy: Discussion (25 Jun 2025)

John Clendennen: Just public.

Committee on Infrastructure and National Development Plan Delivery: IBEC Report on Infrastructure Ambition for a Competitive, Productive and Resilient Economy: Discussion (25 Jun 2025)

John Clendennen: Reference has been made to mainland Europe but Ireland is a small island. If we have five or six projects of a similar scale around the country, should we put them out to tender as a bundle? If we bundled half a dozen projects, would we achieve more efficiency?

Committee on Infrastructure and National Development Plan Delivery: IBEC Report on Infrastructure Ambition for a Competitive, Productive and Resilient Economy: Discussion (25 Jun 2025)

John Clendennen: I am sorry to interrupt but I am conscious of time. Should we be considering more the concept of town development plans? If there is a need for new school, a new primary care centre and a new library, should we put the three projects together and opt for one tender? Is that the road we should be going down?

Committee on Infrastructure and National Development Plan Delivery: IBEC Report on Infrastructure Ambition for a Competitive, Productive and Resilient Economy: Discussion (25 Jun 2025)

John Clendennen: Those in the concrete industry recently referred to quarry materials shortfalls. Other speakers have mentioned building resources and capacity, but have the witnesses any thoughts on raw materials in general?

Committee on Infrastructure and National Development Plan Delivery: IBEC Report on Infrastructure Ambition for a Competitive, Productive and Resilient Economy: Discussion (25 Jun 2025)

John Clendennen: It was stated there is capacity to build additional housing at present. If we know where we need to get to, which is fine, and considering we are in the depths of a housing crisis, what is the one reason we are not at full capacity now? Maybe I am oversimplifying it.

Committee on Infrastructure and National Development Plan Delivery: IBEC Report on Infrastructure Ambition for a Competitive, Productive and Resilient Economy: Discussion (25 Jun 2025)

John Clendennen: It was said that we need to return to big motorway projects. If the witnesses had a silver bullet to eliminate many of the obstacles, what would it be?

John Clendennen: I thank our guests.
