Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)

Gerry Horkan: While it probably will be less relevant in this scenario, I have put the following question to quite a number of delegations. Were the witnesses in the committee's position, what questions would they put to Insurance Ireland? I am not sure the question is as relevant in this case, because both delegations have more or less stated they have relatively good relationships with or involvement...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)

Gerry Horkan: When Mr. O'Brien mentions fees, does he mean medical and legal fees, as well as fees for brokers and everybody?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)

Gerry Horkan: Would another helpful piece of information be a breakdown as to why 14,000 cases that come through the Injuries Board are not being consented to?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)

Gerry Horkan: It could improve the Injuries Board's processes. I do not suggest its processes are bad but there obviously are reasons. Everyone wants insurance companies to reject fraudulent claims and to refuse to pay out on them. Equally, there are liability issues but it would be helpful to know whether the incidence of fraud was 10% or 90%, whether the incidence of liability issues was 10% or 90% or...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)

Gerry Horkan: All right. I will ask Mr. Gary Dunne the same question.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (14 Sep 2016)

Gerry Horkan: I thank Mr. Dunne. On behalf of the joint committee and myself as Acting Chairman, I thank Mr. Stephen Watkins, Mr. Conor O'Brien, Mr. Maurice Priestley, Mr. Gary Dunne and Mr. Ronan Mulligan for their contributions, their papers submitted in advance, their open and honest opening statements and their highly involved discussions with all the joint committee's members. Equally, I thank all...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: I thank all the witnesses for their presentations and the papers they submitted in advance of the meeting. Some of my questions are for both organisations, Ms Dowling and the brokers, and some are more specific to one or the other. It is clear that Ms Dowling has a vast amount of experience in this area over many years, and I thank her for her contribution to the sector, including setting...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: That is one of my points. We have been discussing this all week and I do not think we mentioned speeding or road conditions at all. That might be fair enough because that is not the issue.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: We were told by the representatives of the law society yesterday afternoon that it was not valid for us to compare costs across Europe because most of Europe, other than the UK, does not have a legal system like ours. In other words, it just does not happen. Whiplash does not exist, so to speak, because there is not an at-fault culture or concept. All health costs are socialised and so on....

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: Unless the policy allows open driving on all vehicles.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: I am driving more than 20 years and I have seen my insurance increase by the same percentage as most other people, from less than €300 not that long ago to more than €300 and then by a further additional amount. I had an increase of exactly 33.3% with a premium increase from €390 to €520 this year and the car is getting older, I am getting older and no claims have...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: I interrogate my insurance company about my premium and I end up changing my cover and I do it through an intermediary who, apparently, is not a broker but is nearly one. Ms Dowling referred to when insurance companies gave data previously.
