- Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)
Terry Leyden: That is not within the remit of the commissioner. The original legislation stated the remit of the commissioner was to refer to and recommend changes to the original Act and not a Bill before this House. This is a point of clarification.
- Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)
Terry Leyden: We made the point earlier today. The Houses are quite separate, as the Senator knows. I commend Senator Higgins for accepting that this is a reasonable amendment. I recommend that it be accepted by the House without further debate.

- Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage. (11 Mar 2003)
Terry Leyden: Senator O'Toole made the point that the commissioner was courageous. We agree. I do not question the integrity or ability of the commissioner. We are simply dealing with this report and its relevance to the Bill before the House.

Terry Leyden: The Senator himself.
- Seanad: Freedom of Information (Amendment) Bill 2003: Committee Stage (Resumed). (12 Mar 2003)
Terry Leyden: This section was given a great airing last night and we were about to conclude on it. When the Minister of State has responded, we should move on, otherwise we will not reach all sections.
- Seanad: Motor Insurance: Motion. (12 Mar 2003)
Terry Leyden: I move amendment No. 1: After "drivers" to insert the following: "recognisingâ âthat the major determinant of the price of insurance in Ireland is the cost of personal injuries claims; âthe proportion of the cost of claims accounted for by legal costs; âthe cyclical nature of the insurance market; âcommends the action of the Government in undertaking a comprehensive set of measures...
- Seanad: Motor Insurance: Motion. (12 Mar 2003)
Terry Leyden: I am delighted and very grateful. Both Senators have made a great contribution. Everyone is concerned about this fundamental issue which affects young people in particular and is the source of the greatest number of representations made to Members of the Oireachtas. I previously served as Minister of State at the Department of Industry and Commerce. Although I did not have direct...
- Seanad: Motor Insurance: Motion. (12 Mar 2003)
Terry Leyden: I was delighted when the list was published and issued to us at the committee. Who has more experience of dealing with legislation than Members of the Oireachtas? The appointment brings to that organisation a direct link between it and the Oireachtas and the experience gained by Senator O'Toole will be made available to the House. Other Government initiatives in this area include: a joint...

Terry Leyden: If the Senator's father hears that, he will be in trouble.
- Seanad: Freedom of Information (Amendment) Bill 2003: Report and Final Stages. (20 Mar 2003)
Terry Leyden: I welcome the Minister on his return to the House and remind Senators that he spoke on Second Stage on 4 March and gave an excellent account of himself. I compliment the Minister of State, Deputy Michael Ahern, for his work on the Bill and the staff who have been excellent in giving tremendous advice. Tabling an amendment to delete the name of the Bill is nonsensical. Before Senator Ryan...
- Seanad: Freedom of Information (Amendment) Bill 2003: Report and Final Stages. (20 Mar 2003)
Terry Leyden: I am interested in the new alignment of the Opposition in a united coalition against the Bill. Senator O'Toole appears to want to consult everyone: the user's groups; the commissioner; and everyone else. However, the last entity he wants to consult is the Government. As far as I am concerned, it is the Government and the Minister who decided on the Bill that is before the House.
