- Seanad: Order of Business (17 Apr 2018)
Paddy Burke: I wish to be associated with the expression of sympathy to the family of the late Tom McBride. He was truly a legend in the music business and he will be sadly missed. I congratulate the Minister for Agriculture, Food and the Marine on the opening of trade in beef to China. This is a phenomenal achievement and I congratulate the Minister and all concerned - the Department of Agriculture,...
- Seanad: Order of Business (17 Apr 2018)
Paddy Burke: The Oireachtas itself should take some credit for that trade deal as well. Some time ago, the then Ceann Comhairle, Deputy Seán Barrett, and I, as the then Cathaoirleach of this House, led a delegation to China, along with members of the various joint Oireachtas committees including the former Deputy, John Lyons, and Deputies Breen, Doyle and Calleary. The then Chinese ambassador, Mr....
- Seanad: Order of Business (19 Apr 2018)
Paddy Burke: The portrait could have been of the Senator.
- Seanad: Order of Business (19 Apr 2018)
Paddy Burke: I support Senator Mulherin in her proposal to bring the Minister for Culture, Heritage and the Gaeltacht to the House in respect of the issues the Senator raised. There have been many projects which have failed to get through. It is unbelievable to think that a route cannot be found from Ballina to Swinford for a national primary road and that every avenue considered is closed off by the...
- Seanad: Order of Business (25 Apr 2018)
Paddy Burke: I support Senator Maria Byrne's call for the Government to support the bid by J.P. McManus to bring the Ryder Cup to Ireland in 2026. We have been very lucky in this country to have had people like Dr. Michael Smurfit and J.P. McManus to drive and promote golf in this country. There are 420 golf courses in Ireland. Indeed, there are more golf courses per head of population here than in any...
- Seanad: Address to Seanad Éireann by Commissioner Phil Hogan (26 Apr 2018)
Paddy Burke: Come over to this side.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (26 Apr 2018)
Paddy Burke: I welcome Mr. Hayes and Mr. Carthy. It is very good to have interaction between MEPs and members of the various committees. I will not go over the ground covered by the two previous speakers so I will move on slightly. I have two questions. First, the average Irish mortgage is probably double the European average. Is there any proposal for, or do our guests envisage, an EU-wide...
- Seanad: Order of Business (3 May 2018)
Paddy Burke: I join with other Members of the House in congratulating our two new colleagues, Senators Anthony Lawlor and Ian Marshall. I wish them well and a long term in the House. I ask the Deputy Leader to secure the attendance of the Minister for Employment Affairs and Social Protection in the House in respect of pensions. We have all received many letters recently from people working for Irish...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: I welcome the groups to the House. I have some brief questions. The criteria laid down is €750 million globally and €50 million from Europe. It is up to the companies to decide whether they fit that criteria. Revenue leave it to the companies to decide if they come within those levels. Does Ms O'Brien see any problem with that?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: They are caught.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: At the beginning of the year these companies will decide to maximise the turnover and they will have to make provision for the 3% tax.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: If they fall short of the criteria for the €750 million globally or the €50 million from Europe, they are still collecting 3% tax from clients. What happens to the provision they have made? It is extra revenue for them. They have made the provision so they could make more money out of this. A company that may have an annual turnover of €500 million or €30...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: I am not laying any blame on the companies, but there could be opportunities for them.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: Ms O'Brien would not be in favour of it.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: The second question is on the calculations the Revenue Commissioners have made. The tax some of the larger companies based in Ireland would have to pay can offset that against their corporation tax here, which would lead to the State losing between €120 million and €160 million. Obviously, they get back approximately €45 million, which is the estimate, but it would be a...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: Has Ms O'Brien looked into that matter?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: Ms O'Brien is basically against the scheme being brought in by Europe.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: At 3%, it is a huge tax and would allow huge money to be collected. As to ability to pay, where will the liability lie if a company gets into difficulties? Will it be in the country where it pays corporation tax? Who will have priority regarding the tax?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU Proposals on Taxation of the Digital Economy: Discussion (Resumed) (3 May 2018)
Paddy Burke: If there was some funding there, would the national government have priority or would it be the EU? Where would the priority lie?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: State Claims Agency: Discussion (8 May 2018)
Paddy Burke: I welcome the witnesses. Whose responsibility was it to have informed Vicky Phelan?
