Paul McAuliffe: That has been the challenge with direct provision since its inception. We need to get to a position where we stop using it as a tool. Of course, it will be there as a short-term measure, but for long-term stays, direct provision is unacceptable and the Government and specifically the Department need to stop using it.

Paul McAuliffe: The difficulty is that many providers of ECCE have had to take out loans in their own name to provide the building, yet in the breakdown of costs they receive per child, per use and so on - it is highly regulated, almost by the hour - that capital responsibility does not appear to be reflected in the fee being paid to the provider.
