- Seanad: Order of Business (9 Nov 2017)
Paddy Burke: I also want to commend GAA pundit and journalist, Mr. Joe Brolly, on raising the very serious issue regarding Mr. Peadar Heffron, who was the first Catholic to sign up to the PSNI. A PSNI team played against a team from An Garda Síochána in Dublin behind closed doors. Prior to or not long after that game, a team from the PSNI played a team from the Oireachtas, which included...

- Seanad: Order of Business (16 Nov 2017)
Paddy Burke: Yesterday I wanted to support the proposal for an All-Ireland soccer team. It is a good proposal and a good idea. We should have only one international soccer team. There is great support for sport in Ireland. Last weekend we had four international teams playing around the world, with our Gaelic footballers in Australia, the Northern Ireland soccer team in Switzerland, the Republic of...
- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Paddy Burke: I welcome the Minister of State, Deputy Phelan, to the House and I congratulate him and thank him for making a move forward on expenses for councillors. He stated that he would do it and he has done so. While it is a small move, it is a move in the right direction. It is nearly 20 years since I was a member of a local authority but I am a bit mixed up when I read the 20-page regulations...
- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Paddy Burke: If that is the case, I would hope that it would be index-linked. Otherwise this €1,000 will be hanging out there on its own and it will never increase or decrease. I hope it will not decrease. How will it increase? Will it be by ministerial regulation or will it be index-linked? I would ask the Minister of State to look at that. My reading of the €1,000 is that it would be...
- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Paddy Burke: I am not sure whether it is retrospective or not, but it is in place. It is one of the issues that was raised during the previous Seanad elections with councillors. Some of them are full-time councillors who were not entitled to the contributory pension. This will entitle them to a contributory pension. It was a big move. I compliment the Taoiseach for doing that.
- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Paddy Burke: I am delighted that Senator Craughwell acknowledges that. The Minister might outline the breakdown for us and for Senator Craughwell as well.Given that there are many anomalies and various tables, will the Minister of State outline the breakdown for us? Some councillors believe they have to give up their representational allowance and claim the €5,000 in vouched expenses or,...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Public Sector Standards Bill 2015: Engagement with AILG and LAMA (21 Nov 2017)
Paddy Burke: I welcome the councillors. This is a very important Bill which will have significant consequences for councillors not just for the foreseeable future but in the long term. I totally agree with the sentiments expressed by Deputies Calleary and Peter Burke and the Senators who have spoken. The two organisations will have to take a close look at the Bill. Some expertise will be required in...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Public Sector Standards Bill 2015: Engagement with AILG and LAMA (21 Nov 2017)
Paddy Burke: Amendments may be tabled on Committee and Report Stages in the Dáil and Seanad. Both representative bodies, given their cross-party nature, would have a very strong case if they were to suggest an amendment.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Scrutiny of EU Legislative Proposals (28 Nov 2017)
Paddy Burke: I welcome the delegation. I have been in and out of this meeting to vote in the Seanad, so I am not sure whether some of the questions I intend to ask have been asked. Why does the departure of the UK from the EU mean that some of these changes and new measures need to be introduced? Why would it have such a big impact on the financial business of Europe? When one of the 28 member states...
