- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (21 Jun 2023)
Fintan Warfield: I thank the witnesses for their very enlightening presentation. I am conscious they are addressing an all-male committee today, apart from the Cathaoirleach. Deputy O'Sullivan touched on the point I was going to talk about. The witnesses said that 80% of respondents would not talk to their coach about their cycle or their period. Do they have any detail around the gender of the coaches in...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (21 Jun 2023)
Fintan Warfield: Yes. I am conscious that in any of the reports that have been done, students are always unanimous about the importance of sex education and relationships and sexuality education, RSE, in schools, and are aware of the shortfalls that exist in that area of education in Irish schools. Did RSE come up on the periphery of the students' research? The unwillingness of first year students to talk...

Fintan Warfield: I thank the witnesses for their work, which is brilliant. I thank them for coming here and briefing the committee on it.

Fintan Warfield: I am going to record this.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Inclusion in Sport: Discussion (21 Jun 2023)
Fintan Warfield: I thank the Cathaoirleach. I also thank the witnesses. I must declare an interest. My experience of playing with an LGBT sports club as opposed to an ordinary club is that we are free to be ourselves. We are more likely to go to the clubs and bars we normally go to with our team mates rather than having separate nights out. In any city around the world we can probably find an LGBT sports...
- Seanad: Vacant and Derelict Buildings: Motion [Private Members] (15 Nov 2023)
Fintan Warfield: I thought Senator McDowell was going to call for squatters' rights as a means to address the crisis in vacancy and the housing crisis but that would not track with his ideology. I thank the Labour Party Senators and I welcome former Senator, Billy Lawless. He was a great advocate for Irish America and the Irish diaspora. He is very missed here. I thank Senators Sherlock, Hoey, Moynihan and...
- Seanad: Vacant and Derelict Buildings: Motion [Private Members] (15 Nov 2023)
Fintan Warfield: I am not here to defend that initiative. The council's 2024 budget will be presented to councillors. It includes €10 million for houses or flats vacated by tenants but not in a condition to be re-let. That is a drop of €15 million on the 2023 budget and a drop of €25 million on the year before. I would welcome a Government response to The Irish Timesarticle last week....
- Seanad: Vacant and Derelict Buildings: Motion [Private Members] (15 Nov 2023)
Fintan Warfield: I have the floor. It has failed to achieve what it set out to do, which was to disincentivise the hoarding of empty homes. If it is to bring about cultural change, the tax must be set higher at a time house prices continue to rocket.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Development of Local and Community Arts: Discussion (Resumed) (15 Nov 2023)
Fintan Warfield: I thank all our guests. They are very welcome. It has been alluded to many times by us that arts and cultural engagement begin at home, at school or in the library, and consequently they are built on community activity. Therefore, it is really welcome that this committee is hearing about the issues facing the amateur sector in addition to the professional sector. I wish to ask Mr....
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Development of Local and Community Arts: Discussion (Resumed) (15 Nov 2023)
Fintan Warfield: I ask Theatre Forum to respond also. It could be wise for the committee to ask the Minister for an update or progress report on basic income for artists in line with the Theatre Forum's suggestion. I served on the board of the Civic Theatre for many years and was very aware that the county council was the primary funder. The Arts Council funding, which amounted to much less than that of...

Fintan Warfield: Fair play.
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Development of Local and Community Arts: Discussion (Resumed) (15 Nov 2023)
Fintan Warfield: I am out of time but if there is a second round of questions, I will return to the issue of workspaces.
- Seanad: Sports Funding: Statements (21 Nov 2023)
Fintan Warfield: I welcome the Minister of State. I advocate for a State-wide sports facility strategy. Over the past two decades more than €1 billion has been invested in sports facilities through various programmes such as the sports capital programme, the local swimming pool programmes, the large-scale infrastructure fund and separate individual programmes for major sports projects. Despite the...
- Seanad: Sports Funding: Statements (21 Nov 2023)
Fintan Warfield: And by South Dublin County Council.
- Seanad: Sports Funding: Statements (21 Nov 2023)
Fintan Warfield: South Dublin County Council did not get a mention the first time so I am just putting it on the record.
- Seanad: Sports Funding: Statements (21 Nov 2023)
Fintan Warfield: We believe that the sports capital and equipment programme goes against the National Sports Policy 2018 - 2027. I would welcome the Minister of State's response on that one. Primarily I wish to advocate for a state-wide strategy for sports facilities but I will not take up any more time.
- Seanad: Domestic, Sexual and Gender-Based Violence Agency Bill 2023: Committee Stage (Resumed) and Remaining Stages (22 Nov 2023)
Fintan Warfield: I welcome the Minister. The Government needs to fulfil our obligations in respect of the Istanbul Convention and the State's strategy for eliminating the epidemic of domestic, sexual and gender-based violence. Earlier this year, the National Women's Council published its report, prepared in conjunction with the Department of Justice, into domestic and sexual violence in particular. It...
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)
Fintan Warfield: I thank the Chair. I welcome the witnesses. Would resourcing for radio stations be an issue if legislation were brought in or the regulatory environment were changed so that radio stations were required to play Irish music, if we defined that properly?
- Joint Committee on Tourism, Culture, Arts, Sport And Media: Importance of Airplay in Promoting Irish Music: Music and Entertainment Association of Ireland (22 Nov 2023)
Fintan Warfield: To go through the catalogue that is released every week.
