David Stanton: Secondary legislation might be needed to deal with the problem I wish to raise. People with intellectual disabilities cannot receive payment under the residential institutions repayments scheme. I understand it will require a ministerial order or some form of secondary legislation to allow this to happen. I ask the Minister to inform me of the situation.
