Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Procurement Issues: Minister of State at the Department of Finance (1 Jun 2017)

Paddy Burke: Is it the case that only the cost of service being supplied will be reduced and that staff numbers in the local authority procurement section will remain the same? The cost of the service might be reduced but there will be many layers and more staff, which means any savings will be lost.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Procurement Issues: Minister of State at the Department of Finance (1 Jun 2017)

Paddy Burke: Will the Office of Government Procurement be able to indicate if staff numbers have been reduced as a result of the putting in place of these frameworks?

Seanad: Order of Business (13 Jun 2017)

Paddy Burke: I ask the Leader when he intends to make time for the House to debate the Inland Fisheries (Amendment) Bill, which has passed all stages in the Dáil. I understand there is a loophole in section 309 of 1958 Act that needs to be closed, so I want to know when he intends to provide time to deal with this. I wish the Taoiseach the very best of luck in his retirement. He has done an...

Seanad: Inland Fisheries (Amendment) Bill 2017: Second Stage (20 Jun 2017)

Paddy Burke: I welcome the Minister of State to the House and congratulate him on his re-appointment. I wish him well for the years ahead. I welcome this piece of legislation that is in effect closing a loophole that was left open when the other powers were transferred several years ago from the Central Fisheries Board to Inland Fisheries Ireland. I welcome the addressing of the issue of prosecutions...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Irish Mortgage Market: Right2Homes (20 Jun 2017)

Paddy Burke: Some of the members did not get to speak.

Seanad: Order of Business (21 Jun 2017)

Paddy Burke: At some stage in the near future, will the Leader invite the new Minister of State at the Department of Transport, Tourism and Sport, Deputy Griffin, to the House? I congratulate the Minister of State on his new portfolio and wish him well.

Seanad: Order of Business (21 Jun 2017)

Paddy Burke: Hear, hear.

Seanad: Order of Business (21 Jun 2017)

Paddy Burke: The Leader might invite him to the House to discuss how we might expand the country's tourism product. We have great products - cycling, fishing, golf and walking - and it is much easier and cheaper to pursue them in Ireland than in any other country in Europe. For instance, Ireland is probably the cheapest place in the world to play golf. The accessibility and number of golf courses make...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Fossil Fuel Divestment Bill 2016: Discussion (27 Jun 2017)

Paddy Burke: I know that there is a time constraint so I will be brief. I welcome the delegation and thank Deputy Pringle for bringing forward the legislation. We are not getting into the detail of this until we get to Committee Stage of either House, but where is the line drawn in regard to investment or who has the final say over whether something is a good project and is within the criteria or that...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Fossil Fuel Divestment Bill 2016: Discussion (27 Jun 2017)

Paddy Burke: Is Deputy Pringle saying all SMEs could be exempt? Will there be a criteria for SMEs because that could be a thorny issue when one gets into the legislation, when one starts saying that a certain company could not get funding. They could be employing people in rural areas, or wherever. This could be a thorny issue.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Fossil Fuel Divestment Bill 2016: Discussion (27 Jun 2017)

Paddy Burke: I do not know. Deputy Pringle said they will be ruled out of funding from ISIF but one of the other banking institutions could fund them. I am not sure what the purpose is of that.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Fossil Fuel Divestment Bill 2016: Discussion (27 Jun 2017)

Paddy Burke: I appreciate that but -----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Fossil Fuel Divestment Bill 2016: Discussion (27 Jun 2017)

Paddy Burke: Ultimately, someone has to draw the line somewhere if the legislation is going to be passed and this means dealing with those who will say if something fits the criteria set out in order to address the funding issue.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Fossil Fuel Divestment Bill 2016: Discussion (27 Jun 2017)

Paddy Burke: I asked this question of Deputy Pringle earlier. In some cases, this will come down to whether ISIF will or will not invest in companies. Who will make the decision as to whether something qualifies for investment? The legislation will be there and ISIF will be faced with a decision over whether something qualifies. If it goes overboard and makes a decision which is barely outside the...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Fossil Fuel Divestment Bill 2016: Discussion (27 Jun 2017)

Paddy Burke: Is it the case then that the fund could invest in a wind farm for instance but not in the company which makes the turbine?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Fossil Fuel Divestment Bill 2016: Discussion (27 Jun 2017)

Paddy Burke: As long as the spirit of the Bill is complied with the Ireland Strategic Investment Fund, ISIF, would be happy.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Fossil Fuel Divestment Bill 2016: Discussion (27 Jun 2017)

Paddy Burke: I welcome the Minister of State and congratulate him on his elevation and his new portfolio and wish him well, and welcome the rest of the delegation. I take it from the Minister of State's speech that the Bill, as drafted, would require big changes to comply with current Government policy. If those changes were made would the Government take the Bill on board?

Seanad: Order of Business (4 Jul 2017)

Paddy Burke: I congratulate the Leader on his engagement. I wish him and his partner well and the very best of luck for the future. I would also like to express my sympathy to the Deasy and Hanafin families on the deaths of Austin Deasy and Des Hanafin. I hope the Leader will provide time for us to express sympathy to the families at a future date. The two deceased were former Members of the House. I...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: ECOFIN Meeting: Minister for Finance (6 Jul 2017)

Paddy Burke: I welcome the Minister. I congratulate him and wish him well in his joint portfolio. Regarding the meeting, the Minister said that under the reverse charge mechanism the person liable for payment of VAT to the tax authorities is the consumer, not the supplier. What does he mean by that? Does that mean the ordinary consumer will now pay VAT to Revenue rather than the position heretofore...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: ECOFIN Meeting: Minister for Finance (6 Jul 2017)

Paddy Burke: Has that not been the case heretofore?
