Written Answers — Department of Agriculture, Food and the Marine: Animal Welfare (17 Jan 2024)

Charlie McConalogue: The welfare of calves at marts is protected by legislation and appropriate enforcement action where breaches or shortcomings are identified. Marts are required to comply with all relevant EU and national animal welfare legislation in order to be licensed. As part of the licence conditions, the mart operator must produce and implement an Animal Health and Welfare Standard Operating Procedure...

Written Answers — Department of Agriculture, Food and the Marine: Tax Code (17 Jan 2024)

Charlie McConalogue: The Forestry Programme 2023 -2027 has been approved by Government, and both the afforestation and forest roads schemes are open to applications. Existing applications under the previous programme are being migrated over to these scheme as the applicants opt in. My Department began issuing afforestation and roads licences under the new Programme in September 2023, while felling licences...

Written Answers — Department of Agriculture, Food and the Marine: Agriculture Schemes (17 Jan 2024)

Charlie McConalogue: I propose to take Questions Nos. 1288 and 1296 together. As the deputies are aware there was unprecedented demand for ACRES applications at the opening of the Scheme in late 2022, with now just under 46,000 participants actively involved. This is a reflection of the interest amongst farmers in taking on actions to address climate, biodiversity, and environmental issues. However, the decision...

Written Answers — Department of Agriculture, Food and the Marine: Beef Sector (17 Jan 2024)

Charlie McConalogue: I propose to take Questions Nos. 1289, 1290, 1291, 1292, 1293 and 1294 together. The Irish Cattle Breeding Federation (ICBF) is the body approved in Ireland in accordance with the relevant EU legislation to conduct testing, genetic evaluation and publication of breeding values for dairy and beef cattle. It is a co-operative with farmer representation on the board. ICBF has a contractual...

Written Answers — Department of Agriculture, Food and the Marine: Fishing Industry (17 Jan 2024)

Charlie McConalogue: At the Fisheries Council in December 2023, I secured additional mackerel quota-share for Ireland worth approximately €3 million annually for Ireland’s fishing industry. This represents the first ever permanent increase in Mackerel quota. This issue centred on the allocation and distribution of an EU Mackerel quota historically linked to an agreement with Norway, which had...

Written Answers — Department of Agriculture, Food and the Marine: Departmental Data (17 Jan 2024)

Charlie McConalogue: There are no records detailing the amount of foreign peat-based products that have been sold in Ireland in each of the last five years. The only data that is available is from the Central Statistics Office (CSO) on imported peat and peat products. Import figures from the CSO refer to - Peat, including peat litter, whether or not agglomerated. This description includes all types of peat...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Welfare (24 Jan 2024)

Charlie McConalogue: I thank Senator Mullen for submitting the Commencement matter this morning. I have no problem extending the date. We want to receive submissions on the matter and we want to be open. It is not particularly time-sensitive but is something we want to conclude in a timely fashion. I will ask the officials to ensure it is widely advertised. I certainly want people to be aware of it and...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Welfare (24 Jan 2024)

Charlie McConalogue: We have a real issue with dog worrying and sheep kills. However, in those cases, it is irresponsible and reckless behaviour by owners who are not keeping track of where their dogs are and their dogs are escaping and killing sheep. The owners normally are not there with a remote control to call them back; the dogs are normally causing slaughter. Therefore, the idea that the collar is being...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Welfare (24 Jan 2024)

Charlie McConalogue: That is a perimeter around a garden. This is an important consultation. I do not think it is the way to train dogs. I spent much of my youth training dogs and sheepdogs for local farmers. Anybody who has to use one of these is not a good trainer.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Welfare (24 Jan 2024)

Charlie McConalogue: That is not how you train dogs.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Welfare (24 Jan 2024)

Charlie McConalogue: That is not how you train dogs. There is a purpose and use for them regarding keeping dogs safe no more than I would stay from an electric fence as you, an animal or a dog would. That is boundary fence.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Animal Welfare (24 Jan 2024)

Charlie McConalogue: The case where somebody has a remote control and is shocking an animal with a collar is a different kettle of fish. The public consultation is timely. Let us get people’s views in. I will provide the space and time for that to happen and we will then reflect on it.

Gaza and the Convention on the Prevention and Punishment of the Crime of Genocide: Motion [Private Members] (24 Jan 2024)

Charlie McConalogue: I move amendment No. 2: To delete all the words after "Dáil Éireann" and substitute the following: "expresses its deepest concern at the continued deterioration of the situation in Gaza and the resulting catastrophic humanitarian disaster with over 24,000 dead, thousands missing, 1.9 million people displaced, and massive destruction of housing and vital infrastructure, including...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (25 Jan 2024)

Charlie McConalogue: I thank the Deputy. As she knows, there was a court case which struck down a previous decision which was a very good one which was taken forward-----

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (25 Jan 2024)

Charlie McConalogue: -----and we received the final judgment in that court case a few months ago. My team and I have been working on this and doing all the preparatory work that is necessary to start this again. The Deputy will understand, given our previous experience relating to the court challenge, which ultimately knocked it down, that we have to be very careful and judicious in each step of that. This is...

United Kingdom Import Controls: Statements (25 Jan 2024)

Charlie McConalogue: The decision taken by the UK in 2016 to leave the European Union has resulted in a long and complex path for the UK, the EU and Ireland in plotting a way to a new post-Brexit relationship. We have already seen a wide range of impacts, and while almost eight years have passed since the UK decision, the ramifications are still playing out. The conclusion of the EU-UK Trade and Cooperation...

Charlie McConalogue: Under the Animal Health and Welfare Act 2013, a person is prohibited from causing unnecessary pain or suffering or endangering the health and welfare of any animal. The Act also provides that a person having possession of an animal must ensure that the animal is kept in a manner that safeguards its health and welfare. All legislation under the remit of my Department is kept under constant...
