Regulation of Lobbying (Amendment) Bill 2022: Report Stage (1 Mar 2023)

Róisín Shortall: That particular one was ruled out of order. However, I am speaking especially to amendment No. 2. I am proposing in amendment No. 2 that there would be a further amendment to section 12 of the principal Act. A requirement should be contained in the legislation, especially where a lobbyist is operating in the political arena, to declare fees that are earned or payments that are made. I...

Regulation of Lobbying (Amendment) Bill 2022: Report Stage (Resumed) and Final Stage (1 Mar 2023)

Róisín Shortall: I welcome the Ceann Comhairle's confirmation about that. My preference would have been to do it through legislation but I am pleased to hear the Minister's views on this, about which he has been very clear, and the Ceann Comhairle's intention to address it at a meeting of the commission. Ex-Members are quite different from other lobbyists. We need to tighten up on lobbyists generally in...

Regulation of Lobbying (Amendment) Bill 2022: Report Stage (Resumed) and Final Stage (1 Mar 2023)

Róisín Shortall: I move amendment No.4: In page 10, in line 23, after “(c).” to insert the following: “(14) That within three years of the passing of this Act, the Minister shall produce a report which evaluates the impact of administrative sanctions and the Commission’s capacity to impose this regime.”.”. This amendment seeks to assure ourselves that...

Regulation of Lobbying (Amendment) Bill 2022: Report Stage (Resumed) and Final Stage (1 Mar 2023)

Róisín Shortall: This has to be seen in the context of the attitude of successive Governments to SIPO and its seeking of more powers and resources over the past 20 years, in addition to the ignoring of its appeals. Particularly in the ethics area, SIPO's requests for additional powers and resources are completely ignored by the Government year after year. On ethics legislation, there was a draft Bill in...

Regulation of Lobbying (Amendment) Bill 2022: Report Stage (Resumed) and Final Stage (1 Mar 2023)

Róisín Shortall: To put the figure in context, the Minister used an example on the question of fees and payments and said somebody could be earning €100,000. If the payment is €100,000 to a PR company and there is a penalty of €25,000, that puts it into perspective. We have seen in the past that although people were not supposed to be engaging in lobbying, the cooling-off period was...

Credit Union (Amendment) Bill 2022 [Seanad]: Second Stage (Resumed) (2 Mar 2023)

Róisín Shortall: I welcome the opportunity to speak on this long-awaited legislation which the Social Democrats will support. I thank the Minister for providing the Opposition with a Bill briefing on Tuesday. It was very much appreciated. I always find it very interesting to listen to debates and commentary around credit unions, particularly from Government Deputies. Like them, I have high regard for...

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: I thank everyone for attending and for their presentations. It is always worthwhile hearing expert voices from outside the political system and to have an assessment of performance. It strikes me the points made about the experience during the Covid-19 pandemic are very important. The approach taken during the pandemic encapsulated the kind of principles underpinning Sláintecare. A...

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: Yes, okay. There is probably a strong argument for having a unit of the Central Statistics Office, CSO, based in the Department of Health as well. I am not aware of there being any number crunchers in the Department.

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: I am referring to number crunchers from the perspective of population projections and these kinds of aspects. I know that on the economic-----

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: Yes. I think Dr. Burke's points on governance are well made but we must also be getting the big elements right. Workforce planning is one of these, as is e-health. We have had sessions here recently where we heard that hardly anything is happening in this regard. We are pursuing this aspect with the Department. Moving on to the question of the regional health areas, RHAs, separately,...

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: Power has to be devolved.

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: The third business case that went to Cabinet proposed a lean centre. That is what we need. Unless the centre of the HSE is lean, authority and responsibility will not be devolved to the regions.

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: I accept that but the counterpoint is that clear commitment from Government to introduce reform would give people confidence and would help to retain staff or attract staff back to Ireland. People would see that the Government is at last serious about reform.

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: All these things are connected, I suppose.

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: Is that not a political question?

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: Whose responsibility is that?

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: That brings up digital health again. An important question has been asked. What are the blockages? There is no doubt there is institutional resistance, as there is for any major change programme. It has to be recognised that institutional resistance is a thing and a response made to it. That has not been taken on board and there is not a recognition of that and the need to work around...

Joint Oireachtas Committee on Health: Sláintecare Implementation: Centre for Health Policy and Management, Trinity College Dublin (1 Mar 2023)

Róisín Shortall: As Dr. Burke said, there is no engine there
