Michael Healy-Rae: My question concerns promised legislation on excise licence regulations and controls. People who are already in possession of mineral oil trader's licences are now being asked to provide a new auto fuel trader's licence. They are being told they require a second licence from 1 October until 30 June. They are being asked to pay for a 12 month licence that will be in effect for only nine...
