Seán Fleming: I say this to the acting chief executive, and perhaps he will be moving on it. We have just heard that National Cancer Registry Ireland is an independently funded board under the Department of Health, but we find that the man sitting here from the HSE is the chairman of the board. Where is the independence in that?

Seán Fleming: If the Secretary General of the Department of Health was setting up National Cancer Registry Ireland as an independent board of the Department, and no disrespect to him - it has nothing to do with his competence - I find it incongruous that he would put the national cancer programme director from the HSE in charge of that independent board.

Seán Fleming: Mr. Breslin has just made the case for why it should not just be another branch of the HSE. If it wants such a level of control, co-operation and exchange of information, it puts one of the HSE staff as chairman of the board.

Seán Fleming: It is helpful to know that at least because I was getting concerned that, on the one hand, there was a hand-in-glove operation when, on the one hand, the witnesses were telling me it was independent.
