Stephen Donnelly: There is no charge for a Digital Covid Certificate (DCC). Where people choose to have a Covid test for the purposes of travel - and thus receive a DCC as evidence of that test - they must go to a private test provider. As Covid-19 tests for travel are not provided by the state, Ireland has therefore not claimed funding for free Covid-19 testing as part of the rollout of EU DCC.
